7th Pay Commission 5% DA Hike for CG Employees and Pensioners from July 2019

“Six months period of AICPIN from January to June 2019 declared and the additional Dearness allowance due from July 2019 is almost finalized”.

The second installment of Dearness allowance for CG employees and Pensioners is possible to increase from 12% to 17% effective from 1st July 2019.

5% of Matrix Pay for existing employees working in Central Government Services and 5% of Basic Pension for retired employees may be increased from July 2019.

However, the Union Cabinet will approve the hike on Dearness allowance. The good news for all Central Government Employees and Pensioners may fall on the ear by the second week of September.

The minimum basic pay (As per 7th CPC Pay Matrix Table) is Rs. 18000 per month in Central Government Services. In case of 5% hike in DA, minimum Rs. 900 (18000 x 5%) per month will be increased.

How to calculate 7th CPC Additional DA?

Percentage of additional DA multiply with your matrix pay (Does not include Special Pay etc.) and the fractions of 50 paise and above may be rounded to the next higher rupee.

Festival Advance Increased to State Government employees and Civil and Teacher Pensioners

The Government of Tamil Nadu decided to increase the Festival Advance to Government employees, Teachers, Teaching and Non Teaching Staff of the local bodies, aided educational institutions and the employees who are eligible to draw the Festival advance, as per rules in force. The rate of festival advance is increased from Rs. 5000 to Rs. 10000.

The State Government of Tamil Nadu also decided to hike the festival advance to pensioners also. State civil pensioners and Teacher Pensioners both are eligible to get festival advance Rs. 4000.

The 7th Pay Commission has recommended to abolish all interest free advances including Festival advance and Flood Advance.Similar Posts:

OFFICE MEMORANDUM

Subject: Grant of Dearness Allowance to Central Government employees – Revised Rates effective from 1.1.2019.

The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1/2/2018-E-ll (B) dated 7th September, 2018 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 9% to 12% of the basic pay with effect from 1st January, 2019 .

2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government , but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

5. The payment of arrears of Dearness Allowance (from January to March) shall not be made before the date of disbursement of salary of March, 2019.

6. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees , separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

7. In so far as the employees working in the Indian Audit and Accounts Department are concerned , these orders are issued with the concurrence of the Comp r ler and Auditor General of India.

Sub: Implementation of recommendations of 7th CPC accepted by the Government – Qualification Pay renamed as “Railway Accounts Examination Allowance”

Ref.: Railway Board’s letter No.E(P&A)I-2012/SP-1/Genl.-1 dated 03.01.2019(RBE No.02/2019)

The Qualification Pay, granted to Accounts Staff, for passing Appendix-2 and 3 A, was treated as part of pay until VI CPC and was being taken into account for fixation of pay on promotion to next higher grade.

This benefit has unfortunately been withdrawn vide Railway Board’s letter quoted above, which is highly unfair and unjustified.

AIRF, therefore, desires that, the above referred to letter of the Railway Board be withdrawn forthwith, and Qualification Pay, renamed as “Railway Accounts Examination Allowance”, be continued to be treated as part of pay for all purposes hitherto for prior to issuance of Railway Board’s orders dated 13.01.2019.

An early action in the matter shall be highly appreciated.

Facilities to Children of Martyrs

Prior to 7th pay commission children of martyrs were eligible to receive full tuition and hostel fee till they get their degree

The details of the tuition fee and hostel charges till they get their degree prior to 7th pay commission notified vide letter No. 6(1)2009/Edu. Concession/D(Res-II), dated 25th October, 2010 are as under:-

Tuition Fee:- Full reimbursement of tuition fee (capitation fee and caution money not included) levied by the educational institutions concerned (including charges levied for the school bus maintained by the school or actual fares paid for railway pass for students or bus fare certified by the Head of institutes).

Hostel charges:- Full reimbursement of Hostel Charges for those studying in boarding schools and colleges. After the 7th pay commission Government had restricted the said fee to Rs.10,000/- per month vide order No.6(1)/2009/Edu.Concession/D(Res-II), dated 13th September, 2017.

The decision was taken by the Government on the recommendations made by the Seventh Central Pay Commission (7th CPC) in Para 8.17.42 and 8.17.45 regarding Educational Concessions to the Children of Armed Forces Officers / Personnel Below Officer Ranks (PBORs) Missing / Disabled / Killed in action vide order No. 6 (1) / 2009 / Edu. Concession /D(Res-II), dated 13th September, 2017.

The case was taken up with MoD vide TRIPAS letter No.C/7026/VII CPC/73/Allce, dated 10th October, 2017.

In continuation of this Department’s letter vide order No.6(1)/2009/Edu.Concession/D(Res-II), dated 23rd March 2018, it has been decided with the approval of competent authority that the cap of Rs.10,000/- per month imposed on the combined amount of Tuition Fees and Hostel Charges vide para-5 of the order dated 13th September, 2017 stands deleted and all other provisions remain unchanged and the Educational Concession will continue to be admissible without the cap of Rs.10,000/- per month.

This information was given by Raksha Rajya Mantri Dr. Subhash Bhamre in a written reply to Shri Asaduddin Owaisi in Lok Sabha today.
