Union HRD Minister launches NISHTHA to build capacities of 42 Lakh government teachers across the country

NISHTHA is the world’s largest teachers’ training programme of its kind in the world: Shri Ramesh Pokhriyal ‘Nishank’

Union Human Resource Development Minister Shri Ramesh Pokhriyal ‘Nishank’ launchedthe National Mission to improve Learning Outcomes at the Elementary level- NISHTHA, National Initiative for School Heads and Teachers Holistic Advancement at Dr Ambedkar International Centre in New Delhi today.During the programme, NISHTHA Website, Training Modules, Primer Booklet and a Mobile App were also launched by the Minister.

Speaking on the occasionthe HRD Minister said that this is the largest teachers’ training programme of its kind in the world. Giving further details, the Minister said that the basic objective of this massive training programme ‘NISHTHA’ is to motivate and equip teachers to encourage and foster critical thinking in students.

He said that teachers will get awareness and develop their skills on various aspects related to Learning Outcomes, Competency Based Learning and Testing, Learner-centered Pedagogy, School Safety and Security, Personal-social qualities, Inclusive Education, ICT in teaching-learning including Artificial Intelligence, Health and well-being including yoga, Initiatives in School Education including library, eco club, youth club, kitchen garden, School Leadership qualities, Environmental Concerns, Pre-school, Pre-vocational Education and School Based Assessment in a joyful learning manner.

The teachers are the powerhouse of the nation and they must be of the highest quality, the Minister elaborated. He further said that it is the Prime Minister’s dream that the quality of our teachers should be such that they should command worldwide respect.

Shri Ramesh Pokhriyal ‘Nishank’ disclosed that this training programme has been included as one of the two transformative ideas from this Department for the 100 days programme of the Government.

This integrated programme aims to build the capacities of around 42 lakh participants covering all teachers and Heads of Schools at the elementary level in all Government schools, faculty members of State Councils of Educational Research and Training (SCERTs), District Institutes of Education and Training (DIETs) as well as Block Resource Coordinators and Cluster Resource Coordinators in all States and UTs.

Shri Pokhriyal highlighted that the initiative is first of its kind wherein standardized training modules are developed at national level for all States and UTs. However, States and UTs can contextualize the training modules and use their own material and resource persons also, keeping in view the core topics and expected outcomes of NISHTHA.

The Minister informed that the training will be conducted directly by 33120 Key Resource Persons (KRPs) and State Resource Persons (SRP) identified by the State and UTs, who will in turn be trained by 120 National Resource Persons identified from National Council of Educational Research and Training (NCERT), National Institute of Educational Planning and Administration (NIEPA), KendriyaVidyalayaSangathan (KVS), NavodayaVidyalayaSamiti (NVS), Central Board of Secondary Education (CBSE) and Non-Government Organisations.

It was observed that the expectation from teachers in the present day is different and includes many new attributes. Teachers today are also expected to be aware of the provisions regarding Gender, The Rights of Persons with Disabilities Act and the Protection of Children from Sexual Offences (POCSO) Act.

The integrated programme therefore seeks to train all heads and teachers as first level counsellors to be alert and responsive to the needs of the students, in addition to promoting joyful learning and taking special care of the requirements of special children.

The prominent features of this integrated programme are activity based modules including educational games and quizzes, Social-emotional learning, motivational interactions, team building, preparation for school based assessment, in-built continuous feedback mechanism, online monitoring and support system, training need and impact analysis (Pre and Post training).

In order to enhance professional development of teachers, special emphasis has been given on design and development of training modules. The training Modules for NISHTHA have been developed through a consultative process involving the suggestions from the States and UTs and CBSE, KVS, NVS, School Principals and Non-Governmental Organizations, such as Kaivalya Foundation, Tata Trust, Azim Premji Foundation and Aurobindo Society.

This mega capacity building programme has been integrated with technology to ensure smooth facilitation, availability of digital content and technology enabled teaching methods to support the teachers. A Mobile App and Learning Management System (LMS) based on MOODLE (Modular Object-Oriented Dynamic Learning Environment) have been developed by NCERT (https://nishtha.ncert.gov.in/). LMS will be used for registration of Resource Persons and Teachers, dissemination of resources, training gap and impact analysis, monitoring, mentoring and measuring the progress online.

In order to ensure sustainable impact on classroom transactions, this integrated training programme is embedded with post training interventions including provision of mentoring.

After the completion of KRP training, National Resource Persons will regularly be in touch with KRPs through WhatsApp/Facebook groups etc and will form Quality Circles that will work to share ideas, challenges and their solutions and best practices.

This will help in building pedagogical skills and connecting with peers, thereby leading to improvement in learning outcomes of the students.

The programme was launched by in the presence of Smt Rina Ray, Secretary, Department of School Education and Literacy and other senior officers from MHRD, all States and UTs, Senior Policy Makers and Heads of Institutions.

Choose joining date i.e. from 2-5-2018 as completed service of 10 years if you have not got any promotions so you will be befitted 60 days ahead you advance increment is getting earlier otherwise it will be from 1-7-2018 onwards.

It’s seems after your increment as on 1-7-1918 of Rs.60,400/- in matrix level 6 to 7 as on MACP upgradrations from 30-8-18 as advance increment of Rs.62,200/-, so you will not get increment on 1-7-19 and your basic pay will get in matrix level 7 in pay of RS.64,100/- from 1-7-20 as higher level increment.

Sir, I was appointed as Inspector in CBIC on 04.05.1974. Got my first promotion on 26.08.1991. As per ACP orders I got my Pay
notionally of Assistant Commissioner Cadre wef 09.08.98. I got my actual promotion to the cadre of Assistant Commissioner on 10.01.2007 which involves discharge higher responsibility interns of GO dt. 01.07.1997.
My question is….Am I not eligible for one minimum increment under the concept of higher Pay for higher responsibility?
I got my further benefit under MACP wef 01.09.2008.

No. Since the grade was not changed. If grade pay changes basic’ pay plus GP added to 3% as new basic pay. Have you got 3rd MACP upgradrations on completion of 30 years service ?

Nobody will get increment on JANUARY, 20 & no promotional pay benefits. Only pay benefits through MACP on completion of every 10 th year as upgradration of pay fixations in the 7th CPC onwards.

From the 7th CPC in the Promotions no monitory benefits, only designation changes higher. Completion of .10 years without any Promotions they will be given MACP as upgradrations of basic pay in next matrix level in the 11th year onwards.

If Your basic pay as 1/7/19 as ₹ 58,600, at MACP from 20/4/20 (give option) is given as advance increment of ₹ 60,400 in level 7 and no increment on 1/7/1920. Next DNI on 1/7/21 as ₹ 62,200/- in level 8.


Question: VIJAY KUMAR GUPTA asked (June 28, 2019)
I was drawing my pay Rs. 75600 till December 2018 in the pay level of 9 and holding the post of AO. I have been promoted as Sr.AO in the level of 10 from 01.01.2019. I could only join my upgraded post of Sr.AO on 07.01.2019 and opted my pay fixation from the date of next increment (DNI) which falls on 01.07.2019. My office has fixed my pay on DNI as Rs. 82400 in level 10 by following Rule 13 of pay rule 2016 and allowed me to draw my pay in the upgraded pay (Level-10) @ Rs. 77700 (being the higher pay in next level-10) from 07.01.2019 to 30.06.2019. But they indicated the DNI as July 2020 in the pay fixation fixation order.
Department of Expenditure, MoF had circulated OM dated 31 July 2018 stating that if some one as opted to get his pay fixed with DNI then his pay will be fixed as per rule 13 and he is entitled to get his first annual increment in the upgraded scale on completion of minimum qualifying period of 6 months and subsequent increment will be granted on annual basis. This is the main spirit of the OM.
In my case, being opted for my pay fixation from the date of next increment (DNI) i.e. 01.07.2019 even join the post of Sr.AO from 07.01.2019, my pay has been fixed correctly @ 82400 but they indicated DNI as 01.07.2020 which appeared not as per the OM dated 31.07.2018.
Please clarify whether my DNI will be 01.01.2020 or 01.07.2020.

If your upgrade basic pay as your MACP on completion of 10/20/30 years it is correct as per rules. Nobody will get annual increment on January month. Since you got the advance increment from 7/1/19, you are not eligible for increment on 1/7/1999 your upgrades Matrix Level 10 from 1/7/20 as ₹ 82,400/-.

The undersigned is directed to refer to this Deptt’s O.M. of even no. dt. 07.03.2018 and reminders dt. 17.04.2018, 29.10.2018 and 16.11.2018 (Copies enclosed) vide which Ministries/Departments were requested to provide the details regarding number of employees eligible for Risk Allowance, estimated existing annual expenditure as per the existing rates and estimated annual expenditure if the existing rates are multiplied by the 2.25 factor as decided by the Government.

2. Despite reminders, this Department has received comments only from 26 Ministries/Departments which are – M/o Panchayati Raj, D/o Public Enterprises, Cabinet Secretariat, D/o Atomic Energy, D/o Agriculture and Cooperation, Inter State Council Secretariat – MHA, D/o Justice, DARPG, D/o Chemicals & Petrochemicals, D/o Food & Public Administration,

M/o Petroleum & Natural Gas, M/o External Affairs, D/o Rural Development, M/o Housing Urban Affairs, Secretariat of Vice- President, D/o Biotechnology, PMO, M/o Tribal Affairs, D/o Fertilizers, M/o Culture, M/o MSME, D/o Expenditure, M/o Earth Sciences, D/o Defence, D/o Space and Railway Board.

3. It is requested that the aforesaid data may be furnished to this Department in the format prescribed in O.M dt. 07.03.2018 (copy enclosed) at the earliest.

Reply What is your scale of pay in 5th CPC ? Only in the scale 6500-10500 they increased GP 4200 to 4600/- 50% of Pension as ₹ 200/- from 1/1/06 to 31/12/15 & in 7th CPC in matrix level Pension. For that you have to contact Your ex-employer only.

Question Sir, I am a Railway employee working as SSE. I would like to know that once MACP is given, can it be withdrawn if the employee takes request transfer to another unit in recruitment grade ? In my case, I was appointed as JE on 17.07.1993 and become SSE on 08.02.1999. I was given MACP (Rs. 4800) in the year 2009 and I took transfer in the recruitment grade (JE) in the year 2013. My pay was fixed in GP 4200 after posting as Junior Engineer (Recruitment grade) on 01.08.2013. However I had completed 20 years of service as on 17.07.2013. Please help me.

Reply If it is a non-functional post of your office, after four years of MACP you should be upgradaded as in level 9 (Gp 5400) to level 10 as Group A, but in level 8 (GP 4800) next MACP on 2024 of completion of 10 years. Snce from the 7th CPC no scale of pay for promotional post, only your designation changes at next higher post and no monitory benefits for it.

Reply Since you have not mentioned your last basic pay & scale of pay in 4th CPC, your minimum Pension from 1/1/2016 as ₹ 9,000/- plus applicable dearness relief at time to time, now from 1/1/2019 as 12%. After your life time family pension will be given to your spouse as ₹ 9,000/- minimum plus D.R.

Question Sir, I was granted grade pay 4800/- in 2014 ( in 2nd MACP).. However in 2018 I have qualified a department test of Sr. Judl. Asstt ( carrying 4800/- grade pay). On fixation of my salary there is no change ( not a single increment was granted for wualifying Departmental Test). You are requested to advice me whther i can get any incrment in the above circumstances.

Reply If the upgradrations of MACP on 1/4/19 from that day you will get additional increment in the same Matrix level 2 and increment will not be given on 1/7/19, your next increment in matrix level 4 on 1/7/20. If it is a normal promotion on retirement/vacant post, no monitory benefits as on 1/4/19 your Designation changes higher & your increment on 1/7/19 as same matrix level 2 only.
