Various steps have been taken by the Armed Forces to create healthy and favourable environment for their Officers and Other Ranks. Some of these steps are as under:-

Provision of better quality of facilities such as clothing, food, married accommodation, travel facilities, schooling, recreation etc. and periodic welfare meeting.

Conduct of yoga and meditation as a tool for stress management.

Training and deployment of psychological counsellors.

Institutionalization of projects ‘MILAP’ and ‘SAHYOG’ by Army in Northern & Eastern Command to reduce stress among troops.

A ‘MansikSahayata Helpline’ has been established by Army & Air Force to take professional counselling.

Mental Health Awareness is provided during pre-induction training.

Formation of Military Psychiatry Treatment Centre at INHSAsvini and establishment of Mental Health Centres in Mumbai, Visakhapatnam, Kochi, Port Blair, Goa and Karwar.

Modernisation of Armed Forces

Modernisation of the Armed Forces is a continuous process based on threat perception, operational challenges and technological changes to keep the Armed Forces in a state of readiness to meet the entire spectrum of security challenges. Government attaches the highest priority to ensure that the Armed Forces are sufficiently equipped to meet any operational requirement.

This is achieved through induction of new equipment and technological upgradation of capabilities. The equipment requirements of the Armed Forces are planned and progressed through a detailed process which includes 15 Year Long Term Integrated Perspective Plan (LTIPP), a five year Service-wise Capability Acquisition Plan, a two year roll-on Annual Acquisition Plan and deliberations by the Defence Acquisition Council chaired by the Raksha Mantri.

During the last three years and in the current year (upto October, 2018), 188 contracts have been signed for capital procurement of defence equipment for Armed Forces such as Radars, Aircraft, Rockets, Artillery Guns, Helicopters, Missiles, Ballistic Helmets, Bullet Proof Jackets, Weapons, Simulators, Electronic Fuzes and Ammunition. Budget Allocation and Expenditure under Capital Budget Head are given below:-

Currently, 195 out of 593 posts are vacant in Armed Forces Tribunal (AFT) which include Group ‘A’, ‘B’ and ‘C’ posts as well as Members. Vacancies arise from time to time on account of completion of deputation period / tenure, superannuation, delay in selection process because of litigation, non-availability of eligible candidates etc.

There are 11 Benches of AFT in the country including the Principal Bench in New Delhi. The Regional Benches are functioning from Chandigarh, Chennai, Guwahati, Jabalpur, Jaipur, Kochi, Kolkata, Lucknow, Mumbai and Srinagar (currently functioning at Jammu).

As on 30.11.2018, a total number of 11,705 cases are pending with Armed Forces Tribunal since its inception in 2009.

After the notification of ‘The Tribunal, Appellate Tribunal and other Authorities (Qualifications, Experience and other Conditions of Service of Members) Rules, 2017’ on 01 June 2017, nine persons were appointed as Members in AFT in accordance with the same Rules.

Subject:- Revision of pension in r/o pre-2006 Commissioned Officers/JCOs/ORs pensioners Family pensioners.

Reference:- This office Circular No. 588 dated 20.10.2017, Circular No. 590 dated 06.11.2017, Circular No. 595 dated 25.01.2018 & Circular No. 606 dated 24.09.2018.

Reference is invited to this office Circulars mentioned above under which implementation instructions regarding new PPO series and e-PPO have been issued. 2. The procedure of forwarding of e-PPO in respect of Armed Forces Personnel has been provided in ibid mentioned circulars. As in the new scenario of e-PPO, the same are being directly forwarded to the respective PDAs through SFTP mode as well as to the RO and Army HQrs (in case of Commissioned Officers).

Further, it is clarified that the identity of the pensioner/family pensioner has already been established at the time of first payment of pension. Therefore, respective ROs are requested not to forward the hard copy of Corrigendum e-PPO to the Banks & DPDOs where e-PPOs has already been transmitted by concerned PSAs through SFTP mode directly. Banks & DPDOs are requested to act upon the Corrigendum e-PPO received through SFTP mode without confirmation from respective RO/Army HQrs whereas rest of the PDAs will act upon, on the basis of the copy of Corrigendum e-PPO as per the practice in vogue.

3. It is also observed that ROs are forwarding the descriptive roll to the concerned paying branch of the pensioner whereas descriptive roll is to be forwarded to the Concerned CPPC of the pensioner instead of concerned paying branch which causes delay during the first payment of pension. Therefore ROs are requested to forward the descriptive roll alongwith e-PPO and undertaking for 151 payment as mentioned in Circular No. 606 dated 24.09.2018 to the Concerned CPPC of the pensioner.

4. All other terms and conditions shall remain unchanged.

5. This circular has been uploaded on this office website www.pcdapension.nic.in for dissemination across the all concerned.

Subject: Payment of Dearness Allowance to Armed Forces Officers and Personnel Below Officer Rank including NCs(E) — Revised rates effective from 01.07.2018.

Sir,
I am directed to refer to this Ministry’s letter No. 1(2)/2004- D(Pay/Services) dated 28th March 2018, on the subject cited above and to say that the President is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and Personnel Below Officer Rank, including Non-Combatants (Enrolled), shall be enhanced from the existing rate of 7% to 9% with effect from 01.07.2018.

2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of Pay rules of Defence Force Personnel.

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

5. This letter issues with the concurrence of Finance Division of this Ministry vide their Dy. No. 257-PA dated 17.09.2018 based on Ministry of Finance (Department of Expenditure) O.M. No. 1/2/2018-E.II(B), dated 7th September 2018.
