COMMENCED ONE MONTH STRIKE AGAINST THE CORPORATISATION OF

ORDNANCE FACTORIES FROM 06.00 AM OF TODAY (20.08.2019)

DEFENCE PRODUCTION SCALED DOWN TO ZERO

82 thousand Defence Employees and 40 thousand Contract workers of Ordnance Factories commenced one month strike against the Corporatisation of Ordnance Factories from 06.00 AM of today (20/08/2019). The 218 years old Indian Ordnance Factories under the Ordnance Factory Board is a Government Department.

However the present Government at centre have arbitrarily decided to convert these Factories into Corporation/PSU. In the past two decades, so many committees have recommended for converting the Ordnance Factories in to a Public Sector.

However the Ordnance Factories being war reserve and solely dependent on the Armed Forces cannot function as a commercially viable PSU. Therefore right from the previous Defence Ministers, S/shri.George Fernandes, Pranab Mukherjee, A.K.Antony and Manohar Parikkar have rejected those recommendations and have assured the Federations that the Ordnance Factories would not be corporatized.

The present government without any justification has brought this as an agenda in its 100 days programme and have decided to corporatize the Ordnance

Factories. The three recognised Federations, CDRA and other unrecognized
Federations and Trade Unions have decided to protest against the arbitrary
decision of the government, since once the Ordnance Factories are converted into Corporation/PSU, then in due course it will lead to Privatisation by disinvestment etc.

Moreover the 82 thousand Central Government Employees working as Defence Civilian Employees in these Factories will loose their status and they will become the employees of the Corporation, thereby depriving them of the various benefits available to them.

Since the government have refused to listen to the demand of the Trade Unions to not corporatize the Ordnance Factories, a strike notice was served on 01/08/2019 for a one month strike. The strike has commenced at 06.00 AM today (20/08/2019) and the entire workforce are staying away from work, resulting in scaling down of the Defence Production to zero level.

Strike was a total success in Tamil Nadu, Telangana, Odisha, West Bengal, Madhya Pradesh (Jabalpur, Katni), Maharashtra, UP, Uttrahakand, Bihar and Chandigarh, where the Ordnance Factories are located. The strike was a total success at Ordnance Factory Board, Headquarters, Kolkata.

The strike will continue upto 19th of Sept. 2019. The Federations urges upon
the Government of India to come forward to reconsider its decision to corporatize the Ordnance Factories and withdraw the same in the interest of the Defence preparedness of our country and also the service life of 82 thousand Employees and their families.

DEFENCE EMPLOYEES ONE MONTH LONG ALL INDIA STRIKE
FROM 20.08.2019 TO 19.09.2019.

Dear Comrades ,

As already communicated in Confederation’s circular dated 01.08.2019 (published in website and also sent by post to all Affiliated Organizations , COCs and National Secretariat Members), the National Secretariat of Confederation of Central Govt Employees and Workers has decided to extend full support and solidarity to the one month long All India Strike of all Defence Employees Federations/Unions/Associations from 20.08.2019 to 19.09.2019.

In addition we have published in website in August 2019 itself, three important documents relating to Defence Employees strike including propaganda materials published by All India Defence Employees Federation (AIDEF). Unfortunately, it has come to our notice that whatsApp messages are circulated from certain quarters, as if nothing related to Defence Employees Strike is there in the Confederation website.

As already mentioned in Confederation circular dated 01.08.2019 and also in the three important documents published in website, the main demand of the strike is “withdraw the decision of the NDA Government to corporatize/privatize Ordnance Factories” The decision of the Govt to corporatize/privatize Ordnance Factories will adversely affect the job security of about 40000 defence employees working in these factories, as happened in BSNL after Telecom Corporatization.

Further it is against the interest of our Nation also. Govt has also made it clear that in the 100 days action programme of Communication Ministry, in addition to already formed Postal Savings Bank Company (India Post Payments Bank) another company called Postal Life Insurance (including Rural PLI ) will be formed in Postal Sector as recommended by Task Force Committee Report. Closure orders of 12 Govt of India Printing Presses issued by the previous NDA Govt is not yet withdrawn.

In Railways also privatization of Coach/ Engine production centres , closure of all Railway Printing Presses, running of two private (Rajadhani type) Passenger trains are included in the 100 days action programme.

In the coming days more and more privatization and outsourcing/closure of Central Govt functions and Departments are going to take place as a part of “BIG BANG” reforms declared by Modi-2 Government.

The Defence Employees Federations have taken a bold and historic decision to heroically fight back the Corporitization / privatization policy of the Central Government.

Confederation National Secretariat once again calls upon all its Affiliates and State/District COCs to organize mass demonstrations in front of all Defence Establishments and at all important centres from 20.08.2019 onwards, extending full support and solidarity to the striking Defence Employees. It is also requested to extend all help to make the strike a thundering success by forming Strike Aid Committees, organizing public meetings, protest rallies etc., jointly with Central Trade Unions and other like – minded organizations .

Sub: Decision taken in the meeting of the NJCA held on 25.07.2019 in New Delhi

You all are aware that, a meeting of the NJCA was held in New Delhi on 25.07.2019 under the Chairmanship of Corn. M. Raghavaiah.

The Convener of the NJCA, Com. Shiva Gopal Mishra, while welcoming the members, explained about the situation and why meeting has been called.

The following were present in the meeting and also participated in the discussions:-

Comrades M. Raghavaiah, Shiva Gopal Mishra, S.N. Pathak, C. Srikumar, Guman Singh, Ashok Singh, R.N. Parasar, M.S. Raja, Kama! Singh, Mukesh Singh, Giriraj Singh, Virender Sharma and Ajay.

The meeting discussed the following developments which have taken place due to various policy decisions taken by the Government of India

(i) To corporatize Seven Production Units of the Railways,
(ii) To close down Printing Presses under the Railways,
(iii) To corporatize 41 Ordnance Factories under Ministry of Defence,
(iv) Outsourcing and downsizing taking place in Postal and other Central Government Departments.

After discussion, the following decisions were taken unanimously:-

1. To continuously fight anti-labour policies of the government against the Central Government Departments and its employees.

2. On the issue of corporatization of 07 Production Units of the Railways and other steps of the Railway Ministry heading towards privatization; there had been spontaneous, widespread and massive agitations all over the Indian Railways as well as Production Units.

In the Production Units; all the employees, belonging to various Federations and Associations, unitedly formed Joint Fronts and vigorously agitated against corporatization of the Railway Production Units, paving the way for privatization.

Railway Board, therefore, convened a meeting of the Recognized Federations – AIRF and NFIR with Full Board on 2nd July 2019 which was presided over by the Chairman Railway Board, wherein it was made clear to the Federations that, they (Railway Board) have simply asked M/s RITES to study and submit a report, how to improve financial and functional autonomy of the Production Units.

On receipt of the report, they would hold discussions on this issue with both the Federations, and nothing would be done without taking the Organized Labour in confidence. Keeping the above discussions in view, it has been decided to keep the rank and file in all preparedness to meet the challenges in future.

3. The NJCA will extend all solidarity and support to the strike of the employees of the Ordnance Factories in whatever manner possible, both at Delhi and other places.

4. Representation from the NJCA will be submitted to Defence Minister, requesting to withdraw the decision taken by the Government to corporatize Ordnance Factories.

5. The Chairman or Convener of the NJCA will meet Defence Minister shortly and request him to withhold the decision to corporatize the Ordnance Factories, considering past assurances given by the Government to the Federations, and to discuss the entire matter with the Federations, so that, an amicable settlement can be reached.

It has just been informed by the three federations of Defence Civilian Employees, that the employees of Ordnance Factories will hold one month strike from 20.08.2019 to 19.09.2019, in support of their single point demand – “withdraw unilateral decision taken to corporatize the Ordnance Factories in violation of the agreement and assurance given by the Government of India”.

All the Constituent Organizations are requested to extend full support to the employees of the Ordnance Factories in their united struggle to save the Indian Ordnance Factories of the Government of India.

The NJCA, in consultation with the Constituent Organizations, will issue future programme shortly and give full support to our striking comrades of different Defence Production Units.

Confederation extends solidarity & support to BSNL Nationwide three days strike from 18th February 2019

Confederation National Secretariat views with grave concern the move of the Central Government to KILL the State owned BSNL Public Sector Company to patronize corporate private sector Telecom Companies, especially, Mukesh Ambani – owned company. rejecting all the genuine and legitimate demands put forward by all the Unions/Associations of BSNL Employees.

The three days strike is for the survival of BSNL and its employees. Central Government employees are also facing similar threat of privatization and out sourcing of Central Government functions in various departments.

National Secretariat calls upon all State/District level Coordinating Committees and all affiliated organizations of Confederation to extend full support and solidarity to the striking BSNL employees and to hold protest demonstrations in front of all major BSNL offices.

THREE DAYS BSNL STRIKE FROM 18-02-2019 TO 20-02-2019

AUAB rejects the proposal of the Management for deferring the salary for the month of February 2019. – AUAB also rejects the appeal of the Management to withdraw the strike.

A meeting between the AUAB and the BSNL Management was held today at 17.30 hrs. Shri Anupam Srivastava, CMD, BSNL, Ms.Sujatha.T |Ray, Director (HR & Finance) and Shri A.M.Gupta GM (SR) were present. From AUAB, Com.P.Abhimanyu, Convener, Com.Chandeswar Singh, Chairman, Com.K.Sebastin, GS, SNEA., Com. Prahlad Rai, GS, AIBSBNLEA, Com.Pathak, AGS, AIGETOA., Com.Suresh Kumar, GS, BSNL MS, Com.H.P.Singh, Dy. GS,BSNLOA and Com.S. Sivakumar, President, AIBSNLEA participated.

The CMD, BSNL explained the serious financial crisis being faced by the BSNL and appealed for the cooperation of the AUAB, for deferring payment of the salary for the month of February 2019. The AUAB representatives firmly rejected the request of the CMD, BSNL. They told in one voice that payment that the payment of salary of employees should not be deferred.

Thereafter, the CMD, BSNL said that the 3 days strike called on by the AUAB from 18-02-2019 will be self-defeating and appealed to call off the strike.. The representatives of the AUAB rejected the appeal of the CMD, BSNL and reaffirmed that the strike will take place at any cost.

They told the Management that the repeated assurances given by the Hon’ble Minister of State for Communications are not implemented by DoT and that the strike will now take place successfully.. The AUAB told the HB Management in categorical term that there is no question of going back from the decision to go on strike.
