Smt. Nirmala Sitharaman takes charge as the Union Minister of Finance & Corporate Affairs

Smt. Nirmala Sitharaman assumed charge as the Union Minister of Finance & Corporate Affairs here today. She was greeted at the office in North Block by Minister of State for Finance & Corporate Affairs designate, Shri Anurag Singh Thakur, Finance Secretary Shri Subhash Chandra Garg and other Secretaries of the Ministry. Smt. Sitharaman is the first woman appointed as the full-time Union Minister of Finance & Corporate Affairs.

After assuming the charge, the Union Minister for Finance & Corporate Affairs was briefed on the key initiatives and policy issues by the Secretaries of the different departments of the Ministry of Finance & Corporate Affairs and was apprised of the ongoing issues and the forthcoming challenges facing the Indian economy among others.

BRIEF PROFILE:

Smt. Nirmala Sitharaman has served as the Union Defence Minister since 2017. She is currently a Rajya Sabha Member of Parliament (MP) from Karnataka. In 2014, she was elected as Rajya Sabha MP from Andhra Pradesh. She has also served as the Minister of State for Finance and Corporate Affairs and later the Minister for Commerce and Industry with Independent Charge.

As the Defence Minister, Smt. Sitharaman is credited with expediting the decision-making process relating to procurement in defence sector. She constituted a Defence Planning Committee to formulate an “action plan” to effectively overcome with various security challenges facing the nation.

Smt. Sitharaman joined the Bhartiya Janta Party (BJP) in 2008 and has served as a national spokesperson for the party since 2010.

Smt. Sitharaman was born in Madurai, Tamil Nadu, on August 18, 1959. She completed her graduation from Seethalakshmi Ramasamy College, Tiruchirappalli and obtained her M.A. (Economics) from Jawaharlal Nehru University, New Delhi.

OFFICE MEMORANDUM

Sub : Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.04.2019 to 30.06.2019.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.04.2019 to 30.06.2019, as worked out by IRDA based on the interest rate of 8% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(2)-B(PD)/2019 dated 03.04.2019, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

3. While these orders are in respect of Table of Benefits for the period from 01.04.2019 to 30.06.2019, the Tables already issued for the first quarter i.e. for the period 01.01.2019 to 31.03.2019 are also reproduced for the sake of convenience and consolidation.

4. In their application to the employees of Indian Audit and Accounts Department, these orders are issued after consultation with the Comptroller & Auditor General of India.

Subject: Switch over form petrol and diesel vehicles to electrical vehicles for hired vehicles in Secretariats/Attached officer of Ministries and Department of Government of India located in Delhi

Keeping in view the policy thrust of the Government that by 2030 30% of the total vehicle flect in the country will be electrical for the reason of its being environmental friendly cost effective and substitute for fossil fuels Ministries/Departments are encouraged to switch over to electrical mobility from petrol and diesel cars in respect of vehicles taken on lease/hire for official purpose.

2. Accordingly, all the Ministries/Departments may aim at replacing the petrol and diesel cars hired by Ministries/Department in their Secretariats and attached officers (located in Delhi) through contractors by electric cars for mobility in Delhi. In cases where existing contracts for hiring of petrol/diesel vehicles have come to an and, Ministry/Departments may Consider fresh contract for hiring electric vehicles.

3. To facilitate Ministry/Departments a framework of the draft agreement which the Ministry/Departments may adopt for entering into contract for lease/hiring of electric vehicles is annexed. Ministry/Departments are at liberty to amend the conditions of the agreement as per the type of lease/hiring (Wet or Dry) entered into with the service provide.

Subject: Compensation for non-deposit or deposit of contribution Under National Pension System during 2004-12

The undersigned is directed to invite attention to the guidelines issued by Controller of Accounts, Ministry of Finance, Department of Expenditure, vide OM No.1(7)/2003/TA/Part file/279, dated 02.09.2008 for streamlining of procedure for remittances of contributions under the National Pension System (NPS) by PAOs/CDDOs and NCDDOs which provides, inter-alia, the detailed procedure for the purpose of crediting of the NPS contributions to the NPS Trustee Banks so as to ensure that the contribution is credited to the NPS regulatory system as the timelines prescribed therein without delay.

2. Based on the recommendations of 7th Central Pay Commission and the recommendations of a committee of Secretaries as set up in pursuance of the decision of the Government contained in para 15 of the Resolution of this Department bearing No. 1-2/2016-IC dt. 25.7.2016 to suggest measures for streamlining the implementation of the NPS, the Department of Financial Services, Ministry of Finance, has issued a Notification F. No. 1/3/2016-PR dt. 31.1.2019. clause I(2)(X),1(2xi)and 1(2)(xii) thereof provides as under:

Compensation for non—deposit or delayed deposit of contribution under National Pension System during 2004-12

(a) In all cases. where the NPS contributions were deducted from the salary of the Government employee but the amount was not remitted to CRA system or was remitted late, the amount may be credited to the NPS account of the employee along with interest for the from the date on which the deductions were made till the date the amount was credited to the NPS account of the employee. as per the rates applicable to GPF from time to time. compounded annually.

(b)In all cases where the VS contributions were not deducted from the salary of the Government employee for any during 2004-2012. the employee may be given an option to deposit the amount of employee contribution now. In case he opts to deposit the contributions now. the amount may be deposited in one lump sum or in monthly installments. The amount of installment may deducted from the salary of the government employee and deposited in his NPS account. The sane may qualify for tax concessions under the Income Tax Act as applicable to the mandatory contributions of the employee

(c)In all cases where the Government contributions were not remitted to CRA system or were remitted late whether the employee contributions were deducted or not). -the amount of Government contributions may be credited to the NPS account of the employee along with interest for the period for the date on which the Government contributions were due till the date the amount is actually credited to the NPS account of the employee. as the rates applicable to GPF from time to time. Instructions to this effect may issued by the Department of General of Accounts. All such cases of delay may be resolved within a period three months.

3. In pursuance of the aforesaid provisions of the said Notification dt. 31.1.2019. all the are required to ensure that the decisions. as contained therein insofar as these relate to the issue of delayed credit of NPS contribution to CRA system, are carried out in respect of Central Government employees under their administrative purview in consultation with the concerned Financial Advisors and the respective pension accounting organizations. i.e. Controller of Accounts in respect of Central Civil Railway Accounts in respect of Ministry of Railways. P&T Accounts in respect of employees of Department of Posts and of Telecommunication and the Controller General of Defence Accounts in respect of Civilians.

4. While carrying out the above decision contained in the afore notification dl- 31.12019, it has to be ensured that the modalities for implementing the same are uniform across the account ting organizations and, therefore, for this purpose, the office of Controller General of Accounts of this shall be the nodal organization for laying down the modalities. Accordingly. the office of controller General of Accounts shall issue guidelines for the purpose. The concerned Financial Advisor shall be the central pint for the purpose in the respective Ministries/ Departments.

5. It is likely that the concerned Ministries/Departments need data and information from the Central Recordkeeping Agency, namely, NSDL, to carry out the above decision in of employees under their administrative domain. In order, therefore, to facilitate such action by the Ministries/Departments. the CRA shall look into its record and in all cases which are covered under the decision contained in the aforesaid Notification dt. 31.12019, it shall on such employee-wise details, on its own, to the concerned Head of the Office and DDO/PAQ where the employee is currently posted within 15 days of the date of issue of these orders So that the desired and timely action gets initiated by the

RESOLUTION

It is announced for general information that during the year 2019-2020, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8% (Eight percent) w.e.f. 1st April, 2019 to 30th June, 2019. This rate will be in force w.e.f. 1st April, 2019. The funds concerned are:

1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.
