4. Common Issues

Fixed Medical Allowance (FMA) to retired Govt. Servants:

The Commission has maintained status quo of the Fixed Medical Allowance which is presently paid @ Rs. 500/- per month.

The costs have increased for medicines, consultations fees and Pathological Tests required for day to day medical treatment. This has risen at a much steeper rate than that of the General Price Index. A large number of pensioners are residing in remote areas or villages having no access to CGHS dispensaries and as such are wholly dependent on the paltry amount of Fixed Medical Allowance for day to day treatment.. Therefore it needs to be revised to at least Rs. 2000/- per month.

IRTSA requested to grant of Fixed Medical Allowance of Rs.2000 pm to all retired employees & Pensioners in its memorandum submitted to the Joint Secretary of Implementation Cell, 7th Central Pay Commission as follows…

“Fixed Medical Allowance (Para 8.17.51)

FMA: Grant of Medical Allowance of Rs.2000 pm to all retired employees & Pensioners

i) The cost had exorbitantly increased for the Medicines, Consultation Fee and cost of Pathological Test required for day to day medical treatment since 1997 (when the FMA was initially granted) and this had risen at a much steeper rate the Price Index.

ii) A large proportion of Pensioners were residing in remote areas or villages having no excess to CGHS Dispensaries & Railway Hospitals and are as such, are wholly dependent on the paltry amount of FMA for day to day treatment of self & spouse.

It is, therefore, requested that the FMA may please be revised to atleast Rs.2000 p.m.”

Fixed Medical Allowance

It is granted to pensioners for meeting expenditure on day to day medical expenses that do not require hospitalization, presently payable at the rate of ₹500 pm. Demands have been received to increase the rate of this allowance to ₹2,000 pm.

Pensioners are not covered under the CS (MA) Rules. Pensioners residing outside CGHS areas are entitled to Fixed Medical Allowance (FMA) @ ₹500 per month for their OPD/IPD needs. Such pensioners can also avail IPD/OPD under CGHS subject to some conditions.

Analysis and Recommendations : The Commission notes that this allowance was enhanced from ₹300 pm to ₹500 pm from 19.11.2014.

As such, further enhancement of this allowance is not recommended.

The Commission has received representations seeking enhancement in Fixed Medical Allowance, currently payable at the rate of ₹500 per month for pensioners not covered under Central Government Health Service (CGHS).

SUB: GRANT OF FIXED MEDICAL ALLOWANCE (FMA) TO THE ARMED FORCES PENSIONERS/FAMILY PENSIONERS IN SUCH CASES WHERE DATE OF RETIREMENT IS PRIOR TO 1.4.2003 AND WHO HAD OPTED NOT TO AVAIL MEDICAL FACILITIES AT OPD OF ARMED FORCES HOSPITALS/MI ROOMS AND ARE NOT MEMBERS OF ECHS.

Sir,
The undersigned is directed to refer to the Govt. of India, Ministry of Defence letter No.1(1)/98/D(Pen/Sers) dated 15th June 1998 and letter of even number dated 12th January 2011 regarding grant of Fixed Medical Allowance(FMA) of Rs.300/- p.m. with effect from 1.9.2008 to Armed Forces Personnel/Family Pensioners for meeting expenditure on day to day medical expenses that do not require hospitalization unless the individual had opted for OPD treatment in armed Forces Hospitals/M.I. Rooms and convey the sanction of the President for enhancement of the amount of FMA from Rs. 300/- to Rs.500/-. The other conditions for grant of FMA shall continue to be in force.

2. Ex-Servicemen who retired on or after 01 Apr 2003 have to become member of ECHS compulsorily and are not eligible to draw Fixed Medical Allowance. These orders applicable only in such cases, where the date of retirement is prior to 1.4.2003 and who had opted not to avail medical facilities at OPD of Armed Forces Hospitals/ MI rooms and are not members of ECHS.

3. These orders will take effect from 19.11.2014.

4. All other conditions as laid down in Government of India letter No.1(1)/98/D(Pen/Sers) dated 15th June 1998 will continue to apply.

5. This issues with the concurrence of the Ministry of Defence (Finance/ Pension) vide their I.D. No.32(9)/2010/Fin/Pen dated 30.03.2015.
