Subject : Implementation of recommendation of Kamlesh Chandra Committee in case of premature exit from GDS post.

I am directed to say that Kamlesh Chandra Committee recommended vide para 18.48.5 that, in case of premature exit from GDS post, the sanction for payment or transfer of due amount to NPS as the case may should be issued by the competent authority within 3 months from the date of relief from the GDS post.

2. The matter has been examined and following orders are issued:-

(a) All DDOs/DA(P)s should ensure to take up the case with NSDL for payment of due amount to NPS Lite well in advance along with all required/supporting documents and claim forms.

(b) All DDOs/DA(P)s must ensure that GDS is fulfilling all the terms and conditions applicable for grant of due amount to NPS Lite at the time of processing of claims for premature exit withdrawal.

(c) All DDOs/DA(P)s will ensure that in case of premature exit from GDS post by a GDS, the sanction for payment or transfer of due amount to NPS Lite, as the case may be, is issued by the competent authority within 3 months from the date of discharge from the GDS post.

(d) In no case should payment of due amount to NPS Lite be delayed beyond 3 months from the date of discharge from the GDS post.

3. The above instruction will come into effect from the date of issue of this O.M.

I am directed to refer to this Directorate letter No. 17-02/2018-GDS dated 08.03.2019 wherein para II (ii) of the orders, provision of local language for engagement to posts GDS was prescribed.

2. References have been received from Circles regarding facing of problems due to multiple languages decided vide Department of Posts order No.17-02/2018-GDS dated 08.03.2019. Taking into consideration the problems being faced by the Circles and request for identifying only a single Local language instead of multiple local languages, the following modification has been approved by the Competent Authority:-

Subject :- Maternity Leave for the female Gramin Dak Sevaks (Female GDS) in the Department of Posts.

The undersigned is directed to refer to Department of Posts O.M. of even number dated 27th June 2018 regarding introduction of Maternity Leave for the female Gramin Dak Sevaks (Female GDS) in the Department of Posts.

2. References/suggestions have been received seeking clarification about the competent authority for grant of Maternity Leave to Female GDS. In this connection, it is clarified that the Competent Authority for grant of 180 days Maternity Leave to Female GDS BPM/ABPM Dak Sevaks will be the concerned Divisional Head.

3. Alt other terms and conditions of the Department number dated 27th June 20L8 will remain unchanged.

Subject: Issue of clarification on computing of marks for engagement as GDS in light of the Grading System Introduced by the CBSE.

Sir/Madam
The undersigned is directed to refer to DG Posts’ letter No. 17-3912012-GDS dated 08th Jan 2014, wherein clarification on computing of marks for engagement as GDS in light of the Grading System introduced by the CBSE was issued.

2. Several Circles have sought clarification from this Directorate on the issue of equivalence of marks in the earlier marking system and current grading system introduced by the Boards to enable them to make selection for the GDS posts. This is because, as of now, both types of candidates are applying lor bhe same post of GDS, i.e. the candidates who have secured marks in their school examination as well as some candidates who have obtained grades in the corresponding examination. As the applicant with the higher marks has to be selected, a criterion for equivalence between the grading system and the marks system has to be devised.

3. The clarification already issued on the matter vide DG posts letter quoted above has been reviewed in the Directorate and the following is prescribed:- ” frb – ” fl’ Whenever there are applicants for the GDS posts who either possess marks or grading, the method of arriving at the total marks obtained in each of the two cases will be as follows:-

(a) For applicants with marks, the method will remain the same as is being done now i.e. their total marks will be worked out by taking into account the marks obtained in the compulsory and elective/optional subjects (other than extra subjects, if any).

(b) For candidates having grades subject-wise, marks will be arrived at in each subject (compulsory and elective subjects but not extra subjects), by applying the multiplying factor of 9.5 in the following manner:-

C1 6 9.5
C2 5 9.5
D 4  9.5

(c) Where Cumulative Grade Point Average (CGPA) is also provided, the marks will be arrived at by multiplying the CGPA by 9.5. Where individual grades in each subject as well as CGPA is given, the higher of the two marks will be taken. Where two or more candidates have equal marks, the candidate having the higher age (older candidate) will be selected.
(d) This criterion will be adopted in all cases where the process of drawing the select panel is not complete.

4. The contents ofthis letter may be circulated to all concerned for strict compliance.

2. I am directed to forward herewith the revised Contingency Plan for information and necessary action by concerned.
