Sub:- Extension of benefits of Retirement Gratuity and Death Gratuity to the employees of Autonomous Body/Organisation covered under National Pension system (NPS).

Sir,

I am to inform you that Ministry of HRD, vide letter dated 22.04.2019, has directed KVS for-stoppage of retirement and death gratuity to the NPS subscribers forthwith. Therefore, death & retirement gratuity and provisional family pension, in terms of CCS (Pension) Rules, 1972, will not be payable to NPS subscriber with effect from 30.04.2019 till further order.

This issues with the approval of the Commissioner, KVS.

Subject: National Award to Teachers-Initiation of Selection process.

Madam/Sir,
I am to refer to MHRD’s circular No. F.1-5/2018-NAT dated 06.05.2019 on the subject cited above and to forward the circular along with revised NAT Guidelines and timelines for National Award to teachers.

Your attention is invited to the fact how we complete the selection process of teachers for the National Awards. It has been observed last year that many proposals forwarded by the Regional Selection Committees were not up to the mark and worth consideration. Kendriya Vidyalaya Sangathan is blessed with a lot of outstanding teachers who are contributing immensely to the institutions society and ultimately to the nation. Many teachers are having remarkable achievement in the filed of education. Many teachers who are worth of consideration for awards but do not take part in this process due to their busy schedule or some other reasons. These teachers need to be encouraged to apply for this Award through online process. Mere completion of formality to forward some names of teachers to KVS (HQ) under this process will not serve our purpose. Achievements, efforts & records of the individuals whose names are being selected by the Regional Selection Committees must be quite visible and from their proposals In nutshell this is to say that proposals should be self explanatory in itself.

All Deputy Commissioners are requested to take personal interest to identify, motivate and forward worthwhile proposals so that KVS nominations may be adjudged amongst the best proposals by the National Level Independent July The conferment of National Award to a genuine teacher inspires other teachers to endeavor for higher achievement.

Kindly give this circular wide publicity so that the same can be known by every teacher. Timelines prescribed for each stage of this process may be strictly adhered to

Sir/Madam,
The matter pertaining to redressal of grievances have engaged the attention of the Commissioner, KVS and it has been observed that non-redressal of grievances results in dis-satisfaction among employees and also results in increase in court cases, which causes unnecessary expenditure as well as wastage of valuable time also of the Officers at higher levels.

2. Presently grievances of the employees of KVS are being redressed in KVS through CPGRAMS portal and Shikayat Nivaran Divas which is being organised in each Regional Office on Every Second Saturday.

3. Hence, with a view to promote work culture by enhancing satisfaction level amongst the employees, KVS has decided to provide a one time opportunity to its employees to submit their grievances on Google Form link https://docs.google.com/forms/d/e/1FAipQLScOqEMSY gSmUoZMVoFJUM68BYBdEmwau uIOCWbdHGZ_EXTVKQ!viewform?usp=sf_link. It is a onetime measure to redress the grievances of the employees in one go as far as possible.

4. This Google Form link will remain open from 09.05.2019 to 18.05.2019.

Subject : Amendment in norms prescribed for opening of new Kendriya Vidyalaya under Civil/ Defence Sector.

In pursuance of the decision taken by the Board of Governors (BOG) of KVS, in its 109th meeting held on 06.03.2018, the existing norms prescribed for opening of new Kendriya Vidyalaya under Civil Defence Sector are amended to the extent as given hereunder:-

1. Essential requirement for a new proposal for Kendriya Vidyalaya.

The following essential requirements of KVS Will have to be mandatorily fulfilled by the sponsoring authorities for establishment of new Kendriya Vidyalayas under Civil/Defence Sector:-

(a) Availability of unencumbered and suitable extent of land, free of cost, as per the extant KVS forms.

(b) Availability of at least 500 employees of the transferable and non-transferable Central Govt. employees including Defence and Para-Military Personnel, Central Autonomous Bodies, Central PSUs Central Institutes of Higher Learning.

(c) Availability of rent free suitable temporary accommodation as per KVS norms.

If a sponsoring authority fails to fulfil any of the three essential requirements as mentioned from (a) to (c) above, the proposal will not be processed further and will be awarded zero weightage.

2. Relaxations for LWE districts / Hill areas / NER.

The Left Wing Extremism (LWE) affected districts, State of Jammu and Kashmir, Himachal Pradesh, Uttrakhand, North Eastern Region States including the State of Sikkim will be considered separately with relaxed norms as well as additional 10 grace points. The Special provisions for them Districts/ States are given hereunder:-3. Evaluation of the proposal for opening of new Kendriya Vidyalaya under Challenge Method.

The norms for evaluation of proposal for opening of new Kendriya Vidyalayas under Challenge Method including parameters and weightage scores are as under:-
