31st meeting of Standing Committee of Voluntary Agencies (SCOVA) on 6th September 2019

Government of India regularly conducting meeting with all Pensioners’ Associations to settle all grievances and issues of Central Government Pensioners. The forum name is called ‘SCOVA’.

What is the meaning of SCOVA?
The full form of SCOVA is ‘Standing Committee of Voluntary Agencies’. The committee consists of 15 Non-official members (5 Standing Group and 10 Rotating Group Members) represented by the Pensioners Associations from various Ministries and Departments.

The 31st Standing Committee of Voluntary Agencies (SCOVA) meeting will be held at New Delhi on 6.9.2019 (Friday).

IRTSA MEETING AT MATUNGA, C.RLY

IRTSA meeting was held at Matunga workshop of Central Railway on 26th Feb 2019. At the beginning of the meeting two minutes silence was observed as a mark of respect to brave soldiers of CRPF who last their life on Puluwama attack. Er.Prabakar Nalawde Secretary Matunga workshop welcomed the gathering.

Er.R.B.Singh Zonal Secretary IRTSA/WR briefly explained about the history of IRTSA. Er.K.V.Ramesh explained about the oral evidence submitted by IRTSA to the committee formed for classification posts in Railways and representation made to the Incentive revision committee by team IRTSA. He also briefed about the legal case filed by IRTSA at Administrative Tribunal Chennai pleading higher Pay Level for JE & SSE.

During the interaction members demanded for restoration of the post of Principle Forman, non practicing allowance as like Doctors, no promotional opportunity for directly recruited SSEs, separate pool of staff quarter for Technical Supervisors, removal of Loco Pilots in the pool of selection to Group ‘B’ in Mechanical & Electrical departments, etc.

Er.Harchandan Singh General Secretary IRTSA explained long struggle of IRTSA striving for the betterment of the category. He said that Railway Board should accept the demand of IRTSA in granting Group ‘B’ (Gaz) to SSEs & Group ‘B’ (Non Gaz) to JEs.

On behalf of IRTSA Matunga Workshop Er.Nalawde handed over cheque of R.25,000 to GS/IRTSA towards central contribution by Matunga Workshop.

IRTSA conducted meeting at Lower Parel workshop on 27th February 2019.

General Secretary & Sr.JGS IRTSA explained about the action initiated by IRTSA on the main demands of the category like Higher Pay Level for JE & SSE, Classification of JE as Group ‘B’ non Gaz & SSE as Group ‘B’ Gaz, career avenue for Technical Supervisors, anomalies in MACPS, revision of incentive rates, etc.

During the interaction members demanded for grant of PCO Allowance for Design Engineers, smooth for transfer procedure between workshop cadre & open line cadre, following DoPT orders by Railways on classification of posts, TA/DA for trainee JE & SSE when they travel on duty as part of training, etc.

IRTSA MEETING AT MAHALAXMI, W.RLY

Mahalaxmi Workshop of IRTSA conducted interaction meeting on 27th February 2019. Er. Shaik Anwar Secretary IRTSA Mahalaxmi workshop welcomed the participants. Er.R.B.Singh Zonal Secretary, W.Rly briefed about the activities of IRTSA in Western Railway and appealed to members to extend their full support for all activities of IRTSA at zonal & all India level.

Er.Manish Kumar Soni appealed for membership drive to enroll 100% memberships. Members also expressed their desire to strengthen IRTSA for the purpose of maintaining separate identity and resolve the problems of the category.

Er.K.V.Ramesh Sr.JGS IRTSA explained about the impressive submission made by IRTSA to the incentive committee. He said that committee was made to understand the principle for determining the incentive rates @ minimum of pay divided by 208, increasing the Incentive rates for SSE, inclusion of left out Technical Staff of PUs & workshops, etc. He also explained about other important all India Demands of IRTSA.

Prime Minister Narendra Modi has said that perpetrators of Pulwama terror attack act will be punished. He has warned the perpetrators and those aiding and abetting terrorists that they have made a big mistake and will have to pay a heavy price. Stating that free hand has been given to the security forces to act, PM dared Pakistan not to live in illusion that it can destabilize India.

He was addressing a public gathering today before flagging off Vande Bharat Express between New Delhi and Varansi from New Delhi Railway Station.

Following is the preliminary draft of English rendering of PM’s statement on terror attack in Pulwama based on the extracts from his speech on this occasion.

“At the outset, my tributes to the soldiers martyred in the terror attack in Pulwama. They have laid down their lives for the country. My heartfelt condolences to the families who have lost their near and dear ones in this hour of grief.

I know there is deep anger, your blood boils looking at what has happened. At this moment, there are expectations and the feelings of a strong response which is quite natural.

We have given full freedom to the security forces. We have full faith in the bravery and valour of our security forces. I am hopeful that the patriotic fervour will ensure that people will provide correct information to our agencies so that we can intensify our efforts to crush terror.

I want to tell the terror outfits and those aiding and abetting them that they have made a big mistake.They will have to pay a very heavy price for their actions.

Let me assure the nation that those behind this attack, the perpetrators of this attack will be punished.

I also understand the sentiments of those who are criticising us. They have full rights. However, it is my request to all my friends that it is a very sensitive and emotional moment and the nation stands united in its fight against terror. We should speak in one voice and rise above politics.The message which should go across the world is that we are one nation, one voice in our fight against terror, the fight which we have to win.

Our neighbour which is already isolated by the global community is in a state of illusion, if it thinks that it can demoralize India with its dastardly acts and nefarious designs. Let me state categorically that it should stop day dreaming to destabilize India. This neighbour of ours which is in a state of economic despair

Must know that nay such attempt is destined to fail and will be foiled.

Times and again it has been proved that those which follow such routes are destroyed themselves. The course which we have adopted is one of progress and development.

130 crore Indian will give a befitting reply to any such act or attack. Many big countries have strongly condemned this terror attack, have stood behind India and expressed support for India. I am thankful to all these nations and appeal to them to join hands in the global fight against terrorism. The menace of terror can be contained only when the nations are united in the fight against terrorism.

Friends, after Pulwama terror attack, we are in a state of grief as well as deep anger. However, let me tell you, nation will counter such attacks strongly.India will not be intimidated. Our brave soldiers have laid down their lives. The martyrs live for two dreams- for Suraksha – safety of the nation and for sammridhi- prosperity of the nation. I salute our martyrs, seek their blessings and assure you that we will leave no stone unturned to fulfil their dreams for which they have laid down their lives for the nation. We will strive hard to gather momentum on the road to development as a mark of our respect to the martyrs.

My compliments to every engineer, worker who has been behind the concept, design and operationalization of Vande Bharat Express. Made in Chennai, this train is going to have its maiden run between New Delhi and Varanasi today. This is the strength of Ek Bharat, Shreshtha Bharat and that of Vande Bharat.

Railways have fixed maximum fare throughout the year

Railways and Airlines are different modes of transport, which are not comparable in the terms of volume, connectivity as well as convenience. There is no fixed maximum limit of fare in Airlines whereas Railways have fixed maximum fare throughout the year.

Airline fare varies excessively depending on time of operation, stoppages, travel duration, Origin – Destination pair, carrier etc. Railways’ fare may or may not be higher than the air fare depending upon the class of travel as well as the peak or lean periods. It is the choice of the passengers to opt either Railway or Airlines for travelling as per their convenience.

Further, alternative train services on normal fare structure are available over Indian Railways on the routes of Rajdhani trains. Railway also serves a large number of passengers boarding/de-boarding at intermediate stations.

Moreover, over long distance sectors like Mumbai-Kolkata and Chennai-New Delhi, trains take around 26 to 28 hours for travel on these sectors while the same journey is done in 1.5 to 3 hours by air.

Passenger traffic over Indian Railways varies during peak, non-peak, festival seasons, special occasions and weekends etc.

Therefore, sometimes the trains run with higher occupancy (more than the berth potential) and sometimes during non-peak periods, some berths remain vacant. The percentage actual earnings during September 2016 to August 2018 (flexi period) in comparison to corresponding years (non flexi period) has increased by 17.32%.

Further, the average occupancy of all reserved accommodation including Rajdhani trains has increased from 101.15% (2015-2016: Non-flexi period) to 105.80% (2017-18: Flexi period).

Ministry of Railways will be Releasing New All India Railway Time Table (Train at A Glance) With Effect From 15th August 2018

In addition to The “Trains at a Glance”, All Zonal Railways will also be Releasing their respective Zonal Railway Time Tables

The Ministry of Railways will be releasing its new All India Railway Time Table known as “TRAINS AT A GLANCE (TAG)” effective from 15th August, 2018. In addition to the “Trains at a Glance”, all the 17 Zonal Railways will also be releasing their respective Zonal Railway Time Tables (5 Zonal time tables in all, each Zonal Time Table comprising 3-4 Zonal Railways) which will also come into effect from 15th August, 2018. The new Trains at a Glance will also be available w.e.f. 15th August, 2018 on Indian Railways’ official website i.e. www.indianrailways.gov.in.

Important highlights of the new time table are as follows:

Overview

Indian Railways runs about 3500 reserved trains which include Gatiman Express, Rajdhani Express, Humsaafar Express, Tejas Express, Duronto Express, Antyodaya Express, Garib Rath Express, Shatabdi Express, Sampark Kranti Express, YUVA Express, Janshatabdi Express and other types of Express trains. This is in addition to about 4600 Passenger and 5000 EMU trains. The volume of passengers carried daily is about 2.22 million.

In addition, more than 36000 Special train trips were run during 2017-18 to clear extra rush and meet passenger demand. About 500 coaches were permanently augmented in about 300 trains to increase the carrying capacity.

III. Proliferation of new train services:
In the year 2017-18, 90 number of new services was introduced, 43 number of services were extended and increase in frequency of 9 number of services was done. In the current year upto 15.08.2018, 35 number of services have already been introduced, 28 number of services have been extended and increase in frequency of 5 number of services have been effected.
Till date, 23 Humsafar Express trains, 10 Antyodaya Express trains, 1 Tejas Express, 1 Uday Express which have already been introduced have been incorporated in the new Time Table. In addition, 1 Antyodaya Express train, 2 Tejas Express, 2 Uday Express trains still to be introduced have also been included.
After a review of lie over periods of rakes at destinations it was noticed that rake utilization can be further improved. The review revealed that rakes of trains that were having lie overs at the terminals can be utilized for providing new services, extending existing services and increase the frequency of some trains. Accordingly 24 new trains, 66 extension of trains and 4 increase in frequency of trains which have already been started using the lie over rakes have been incorporated in the new Time Table w.e.f. 15.08.2018.

IV. Replacement of conventional Passenger trains with MEMU/DEMU: The short distance passenger trains especially having reversal enroute are being replaced by Mainline Electric Multiple Units (MEMUs) & Diesel Electric Multiple Units (DEMUs). In the year 2017-18, 57 number of conventional passenger services have been replaced by MEMUs/DEMUs thereby increasing the overall mobility of the system. In the current year, 50 conventional services have already been replaced by MEMU/DEMU upto 15.08.2018 and 50 more conventional services are planned to be replaced by 31.03.2019.

Corridor blocks: To provide sufficient time for the maintenance of the fixed infrastructure like track structure, signalling gears, overhead equipments, it has been planned to ensure provision of fixed corridor blocks. Zonal Railways have incorporated traffic corridor blocks of 2.5 to 3 hours duration in the new Working Time Table w.e.f. 15.08.2018. In the WTT 2018, the duration of corridor blocks is about 292 hours more than the corridor blocks available in WTT 2017.

VI. Mega blocks: In addition, 4 to 5 hours mega block has also been worked out in different sections of each Division on one day of the week (preferably Sunday) to carry out major maintenance works. In these mega blocks, all maintenance works including civil, over head traction (OHE), signal & telecommunication will be undertaken by pooling of resources to achieve maximum output. This will not only improve the reliability of the assets but also enhance the passenger safety. Mega blocks on more than 95% sections in all the Divisions of Indian Railways have been incorporated in the new time table. The intimation of mega block planned for Sunday is to be conveyed to Railway Board by Tuesday. In case mega block is availed, Zonal Railways may allow 2 hours corridor block on 3 alternate days in the week.

Charting at booked speed: The charting of trains having MPS of 110 Kmph has been carried out at 105 Kmph to the extent possible to reflect actual running. This will further help in improving the punctuality of the trains. The Rajdhani, Shatabdi, Tejas, Gatimaan, Humsafar, Garibrath, Duronto & Antyodaya Express trains having MPS of 130 Kmph have however been charted at 130 kmph.

Efforts to improve punctuality of late running trains: A careful analysis of the reasons for loss of punctuality has been carried out for trains regularly running late and necessary changes in the time table have been incorporated to improve punctuality.

IX. Replacement of conventional rakes by LHB rakes: To provide more safe and comfortable journey the conventional rakes are being replaced by LHB rakes. In the year 2017-18, 49 number of conventional rakes have been replaced by LHB rakes. In the current financial year, 48 rakes have already been replaced by LHB rakes upto 15.08.2018 and 66 more rakes are planned to be replaced by 31.03.2019.

Rationalization of terminals: To avoid criss-cross movement at important stations, the terminals of important trains have been changed. In the current financial year, terminals of 23 number of trains have been shifted. 12 trains in NR, 5 trains in NCR, 1 trains in ECR, 1 train in NWR & 4 trains in SCR have been shifted.

XI. Bye passing of terminals to avoid reversal: To streamline the operations by avoiding reversal, 20 trains have been shifted to adjacent terminals. In the current financial year, the terminals of 4 trains in SECR, 7 trains in WCR, 2 trains in ECoR, 5 trains in SER & 2 trains in NCR have been shifted.
