Freezing of DA for 18 Months from 1.1.2020 to 30.6.2021

The Central Government has notified that the additional Dearness Allowance for all Central Government pensioners is stopped provisionally of 3 installments of additional Dearness Allowance from 1.1.2020. As per the new office order issued by the Department of Personnel and Training on 6th August, 2019 regarding acceptance of gifts by Government servants.

The Central Civil Services (Conduct) Rules 1964 has been amended on particularly the ceiling of receiving gifts by Government servants.

The below table describe the amendment in detail…

Before Amendment  After Amendment
Sub-rule (3) of Rule 13

In any other case, a Government servant shall not accept any gift without the sanction of the Government, if the value exceeds –

(i) rupees one thousand five hundred in the case of Government servants
holding any Group ‘A’ or Group ‘B’ post; and

(ii) rupees five hundred in the case of Government servant holding any
Group `C’ or Group ‘D’ posts.

Sub-rule (3) of Rule 13

In any other case, a Government servant shall not accept any gift without the sanction of the Government, if the value exceeds – (i) rupees five thousand in the case of Government servants holding any Group ‘A’ or Group ‘B’ post: and (ii) rupees two thousand in the case of Government servant holding any Group `C’ post.

Sub-rule(4) of Rule 13

Notwithstanding anything contained in sub-rule (2) and (3), a Government servant, being a member of India delegation or otherwise, may receive and retain gifts from foreign dignitaries, if the market value of gifts received on one occasion does not exceed rupees one thousand. In all other cases, the acceptance and retention of such gift shall be regulated by the instructions issued by the Government in this regard from time to time.

Sub-rule(4) of Rule 13

Notwithstanding anything contained in sub-rule (2) and (3), a Government servant, being a member of the Indian delegation or otherwise, may receive and retain gifts from foreign dignitaries in accordance with the provisions of The Foreign Contribution (Acceptance or Retention of Gifts or Presentation) Rules, 2012, as amended from time to time.

Sub.: Jurisdiction orders and implementation of Cadre restructuring exercise of the Income-tax Department – reg.

Sir/ Madam,
I am directed to refer to the Board’s letters of even number dated 5.6.2014 and 6.6.2014 regarding information to be sent while forwarding draft jurisdiction orders to the ITA Division as a consequence of proposed restructuring. It was specifically requested that the requisite information may be e-mailed besides sending by post.

2. However, it is observed that certain officers are visiting CBDT personally only for submitting the proposals to the Board and that too without any prior intimation.

The undersigned is directed to convey that such visits not only result in wastage of time of officers but also lead to undesirable expenditure incurred on tour. It is reiterated that the proposals and the requisite information may strictly be sent by post and the soft copy of the same may also be sent by e-mail. At present, there is no need for personal visits. Wherever any such need is felt the nodal officer would be so informed. Any clarification, if desired, could be discussed telephonically by the nodal officer or his/her team with the officers mentioned in CBDT’s letter dated 5.6.2014.

The reimbursement of Children Education Allowance and Hostel subsidy can be claimed only for the two eldest surviving children with the exception that in case the second child birth results in twins/multiple birth

In case of failure of sterilization operation, the CEA/Hostel Subsidy would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm.

Please find enclosed a copy of DO No. z-16016/02/2019-TC dated 8th May 2019 from Secretary, Government of India, Department of Health and Family Welfare on the subject for information and compliance.

Every year 31st May is observed as World No Tobacco Day highlighting the
health and other risks associated with tobacco use, and advocating for effective policies to reduce tobacco consumption. This year, the theme of World No Tobacco Day 2019 is “Tobacco and lung health”.

It is requested to organise a session to sensitize officials about the harmful effect of tobacco use alongwith a pledge ceremony on 31st May 2019 on the occasion of ‘World No Tabacco Day’. A copy of pledge is enclosed.
