Item — 6 – GRANT OF INCREMENT TO THOSE WHO HAVE COMPLETED ONE YEAR SERVICE ON THE DAY OF SUPERANNUATION.

The demand for grant of one increment to those officials who have completed one year in service on the day of Superannuation (on 30th June/31st December) was not accepted on the technical plea that completion of one year on the stipulated dates of 30th June and 31st December will come into effect only when the day is over and on the next day the official will not be on duty due to retirement. For drawal of increment one has to be on duty. The fact that the official has completed one year is undisputed. As such an anomalous situation arises in the case of those Government servants who retires after completion of one year service on 30th June and 31st December, as the case may be, in spite of the fact that they have completed one year of service which are countable for increment, had the official be in service on 1st July and 1st January.

In order to set right this genuine anomaly, the Government of Tamilnadu has issued an order vide GOM No. 311 dated 31.12.2014. As per that order, a Government servant whose increment falls due on the day following superannuation, on completion of one full year of service which are countable for increment under Fundamental Rules may be sanctioned with one notional increment at the prescribed eligible rate, purely for the purpose of pensionary benefits and not for any other purpose.

It is submitted that the anomaly existing in Central Government Services may be rectified by issuing a similar order as above.

The Ministry of Finance, Department of Expenditure issued today an important Resolution regarding the Pay Matrix Table for Central Government Employees.

The Index of Rationalisation (IOR) of Level-13 of Civil Pay Matrix shall also be enhanced from 2.57 to 2.67.

Changes in Pay Structure and Revision of the three Pay Matrices:

The Cabinet, while approving the 7th CPC recommendations for their implementation on 29th June, had made two modifications in the Defence Pay Matrix as under:

(i) Index of Rationalisation (IOR) of Level 13A (Brigadier) may be increased from 2.57 to 2.67.

(ii) Additional 3 stages in Levels 12A (Lt. Col.), 3 stages in Level 13 (Colonel) and 2 stages in Level 13A (Brigadier) may be added.

The Cabinet has now approved further modifications in the pay structure and the three Pay Matrices, i.e. Civil, Defence and Military Nursing Service (MNS). The modifications are listed below:

(i) Defence Pay Matrix has been extended to 40 stages similar to the Civil Pay Matrix: The 7th CPC had recommended a compact Pay Matrix for Defence Forces personnel keeping in view the number of levels, age and retirement profiles of the service personnel. Ministry of Defence raised the issue that the compact nature of the Defence Pay Matrix may lead to stagnation for JCOs in Defence Forces and proposed that the Defence Pay Matrix be extended to 40 stages. The Cabinet decision to extend the Defence Pay Matrix will benefit the JCOs who can continue in service without facing any stagnation till their retirement age of 57 years.

(ii) IOR for Levels 12 A (Lt. Col. and equivalent) and 13 (Colonel and equivalent) in the Defence Pay Matrix and Level 13 (Director and equivalent) in the Civil Pay Matrix has been increased from 2.57 to 2.67: Variable IOR ranging from 2.57 to 2.81 has been applied by the 7th CPC to arrive at Minimum Pay in each Level on the premise that with enhancement of Levels from Pay Band 1 to 2, 2 to 3 and onwards, the role, responsibility and accountability increases at each step in the hierarchy. This principle has not been applied in respect of Levels 12A (Lt. Col. and equivalent), 13 (Colonel and equivalent) and 13A (Brigadier and equivalent) of Defence Pay Matrix and Level 13 (Director and equivalent) of the Civil Pay Matrix on the ground that there was a disproportionate increase in entry pay at the level pertaining to GP 8700 in the 6th CPC regime. The IOR for Level 13A (Brigadier and equivalent) in the Defence Pay Matrix has already been revised upwards with the approval of the Cabinet earlier. In view of the request from Ministry of Defence for raising the IOR for Levels 12 A and 13 of the Defence Pay Matrix and requests from others, the IOR for these levels has been revised upwards to ensure uniformity of approach in determining the IOR.

(iii) To give effect to the decisions to extend the Defence Pay Matrix and to enhance the IORs, the three Pay Matrices – Civil, Defence and MNS – have also been revised. While doing so, two calculation errors noticed in the MNS Pay Matrix have also been rectified.

(iv) To ensure against reduction in pay, benefit of pay protection in the form of Personal Pay was earlier extended to officers when posted on deputation under Central Staffing Scheme (CSS) with the approval of Cabinet. The benefit will also be available to officers coming on Central Deputation on posts not covered under the CSS.

Shri. V.Loganathan has been writing constructive feedbacks on many articles published in gservants.com. The following article clearly shows that in 7th CPC Pay Matrix,there is a wide gap between PB-3 and PB-4 Grades. Since the higher Grades in PB-3 are holding Administrative responsibilities, it must addressed in a way that they should not feel aggrieved. The article written by V.Loganathan is given below..

“……As per Pay Matrix approved in the 7th Pay Commission, there is wide gap between erstwhile PB3 & PB4 Pay Bands. The following statement will speak for itself the wide gap between these two Pay Band Posts entry Level Pay from 1-1-2016:

Pay Band 15600-39100: – (PB3) Group-A

i)G.P. 5400/- Entry Pay .. 56,100
ii)G.P.6600/- .. .. 67,700
iii)G.P.7600 .. .. 78,800

Pay Band 37,400-67,000 – (PB4)

i) G.P.8700/- Entry Pay .. 1,18,500
ii) G.P.8900/- .. .. 1,31,000
iii) G.P.10000/- .. .. 1,44,200

If we look at the entry pay of PB3 under (iii) category entry Pay is fixed at 78,800/- and the entry pay of PB under (i) is at Rs.1,18,000/-

If a person in erstwhile PB3 under (iii) & PB4 under (i), the difference in Entry Pay will be about Rs.40,000/- This anomaly should be rectified from 1-1-2006 by Matrix formula and the entry pay of Pay Band 3 (Group-A Services) should be revised accordingly from 1-1-2016.

Length of Service to be taken into account in Pay Matrix

The picture of fair salary would be incomplete without taking length of service in a category/post contribution of his similarly placed fellow colleagues (generalists in Administration other than Scientists) at next level of hierarchy into account and their fitment table should also be increased proportionately to a fair level .

After all it’s a team management/work disparity, skills, individual and collective performance and adequate internal communication and collective bargaining on salary issues. When many are paid very lesser pay & perks, they have a tendency to work with heart-burning.

Anomaly Committee should Increase the Entry Pay Proportionately

The Anomaly Committee on 7th Pay Panel must consider this suggestion to revise the gap proportionately / uniformly to all categories of posts in (Group-A Services) PB3 & PB4 Pay Bands from 1-1-2006 by applying Matrix formula and revised Entry Pay to these categories of posts should be approved from 1-1-2016 proportionately.

The following statement as per Fitment Table reveal the wide gap between PB3 & PB4 from 1-1-2006 itself as approved in VI Pay Commission

Rs. 15,200 (S-19) ————– Rs.34,880 + increased GP
Rs. 15,000 (S-20) ————– Rs.35,550 + increased GP
Rs. 15,100 (S-24) ————– Rs.47,230 + increased GP
Rs. 15,100 (S-25) ————– Rs.48,390 + increased GP
Rs. 15,200 (S-28) ————– Rs.48,530 + increased GP

If you look at the above statement for a pre-revised basic pay in the pay range of Rs.15,000/- there is wide difference in the revised pay fitment. The gap should be reduced drastically from 1-1-2006 based on length of service one put in a category etc.

In many cases. Senior Officers put in more than 30 years of Service getting less emoluments/Pension when compared to many junior Officers after implementation of Sixth Pay Panel Report from 1-1-2006. The suggestion to Govt. is that length of Service in a category coupled with duties & responsibilities should be given its due weight-age to relieve heart-burning among Senior Officers of Non-IAS cadre and similarly placed Officers in other Ministries. In many cases the increase in emoluments ranging about more than 100% to 300% in PB 3 & PB 4 posts. Due weightage should be given to PB 3 category (Group-A) with effect from 1-1-2006 by applying Matrix formula..”

New Delhi: Check out the revised salary of PRT, TGT and PGT teachers as per 7th Pay Commission recommendations, approved by the Union Cabinet on June 29.

The Union Cabinet in its meeting on June 29 accepted the recommendations of Justice A K Mathur headed 7th Pay Commission in respect of the hike in basic pay and pension but the decision on its suggestions relating to allowances has been referred to a Committee headed by Finance Secretary.

The Committee will complete its work in a time bound manner and submit its reports within a period of 4 months. Till a final decision, all existing allowances will continue to be paid at the existing rates.

Rate of annual increment has been retained at 3 percent.

All PRT, TGT and PGT teachers are now fall under Pay Band 9,300-34,800.
