Is attendance compulsory for Central Government employees on the implementation day (01.01.2016) of the 7th Pay Commission recommendations?

Central Government employees are wondering if there will be any consequences of taking leave on January 1, 2016, the date of implementation of the 7th Pay Commission report.

The recommendations of the 7th Pay Commission regarding the salaries and perks for the Central Government employees will come into effect from January 1, 2016 onwards. Many are curious to find out the connection between the date of implementation of 7th CPC and reporting to work on the day.

Normally, the date of joining work, date of getting the promotion, date of receiving the increments, transfer date, and retirement dates are very important for a Central Government employee. In the average service period of a Central Government employee, he/she is likely to witness two or three Pay Commissions. Keeping this in mind, it would be better to not absent oneself on January 1, 2016.

“All Central Government employees are advised to report to work on January 1, 2016 (Friday).”

“This is especially so for those who are on long leave. It will help them avoid a lot of problems in future.”

“If 01.01.2016 is announced as a holiday, it will be better to report to work the next day.”

If the recommendations of the 7th Pay Commission are going to be implemented from 01.01.2016 onwards, then the employees will have to come to work that day to accept these recommendations. If he/she is absent on the day, then the day they return to work will be treated as the day they had accepted the new recommendations.

Are there any chances of getting any concrete information about the 7th Pay Commission recommendations which will be submitted this evening?

Crores of central and state government employees and pensioners all over the country have been eagerly waiting for months to get some information about the 7th Pay Commission. Will their desire get fulfilled today?

Or, will the submitting of the report by Justice A.K.Mathur, who is currently being pursued by an army of reporters, be a mere formality?

Only time will tell.

Mediapersons will have loads of pointed questions, that’s for sure. But, the chairman or a member of the Pay Commission will have to reply. If that happens, there are chances of getting some authentic information today.

Meanwhile, most of the English dailies have claimed that only a 15 percent salary hike is possible. But, their explanation is incomprehensible.

It has to be mentioned here that none of the leading employees associations, like the NC JCM and the Confederation, has said anything. The representatives of these unions say that they are refraining from making comments on assumptions and guessworks.

“Salary is a big question for even profit-minded private concerns. It is therefore not surprising that the employees of service-oriented Central Government departments are so obsessed about their pays and allowances. For a few central and state government organizations that rake in huge profits, salaries and allowances to their employees is no big issue.”

A report on the spending habits of the middle class was presented in the Parliament yesterday. According to the report presented by the Minister of Finance, Arun Jaitley, “the salary given to Central Government employees in the current financial year will exceed Rs.1 lakh crore.” The amount is expected to rise further after the implementation of the recommendations of the 7th Pay Commission. This could lead to a financial crunch.

According to estimates, there could be an increase of 9.56 percent in the salary allocation for Central Government employees, to Rs.1 lakh 619 crores. In the Financial Year 2016-17, after the implementations of the 7th Pay Commission’s recommendations, it is very likely to increase to 15.79 percent and touch Rs.1.16 lakh crores. During the Financial Year 2017-18, it will further rise to Rs.1.28 lakh crores. Funds for pensioners will increase to Rs.88,521 crores this financial year. During the Financial Year 2016-17, it is expected to be 1.02 lakh crores. By the Financial Year 2017-18, it would be Rs.1.12 lakh crores.

7th Pay Commission is expected to submit its final report including the revised pay and pension structure for Central Government employees and pensioners to the Central Government on in the last week of September.

If everything goes as planned, the 7th Pay Commission recommendations will come into effect from 01.01.2016 onwards.

Meanwhile, there is no doubt in the fact that employees are extremely curious to find out how much their salaries would increase if the new Pay Commission recommendations are implemented.
