In November, 2014, the Prime Minister has launched an Aadhaar-based biometric verification system “Jeevan Pramaan” to enable pensioners to submit a digital Life Certificate on-line. This is an important step in realising the vision of Digital India. This facility has been provided in addition to the other existing methods of submitting Life Certificate.

2. “Jeevan Pramaan” aims at sparing the pensioners and family pensioners the trouble of visiting bank or any other pension disbursing agency for submission of Life Certificates. It is possible to submit the Life Certificate from personal computers and laptops or by visiting a conveniently located Common Service Centre. Further, banks by linking Aadhaar number with bank accounts and PPO numbers will ensure authenticity of pension and other payments.

3. All the pensioners/family pensioners are, therefore, advised to get themselves and their family members registered for Aadhaar and furnish this information to the Pension Disbursing Authority. This exercise may be completed at an early date so as to avoid inconvenience at the time of submission of Life Certificate in November, 2015.

2. “Jeevan Pramaan” aims at sparing the pensioners and family pensioners the trouble of visiting the bank branch for submission of Life Certificates. It is possible to submit the Life Certificate from personal computers/laptops or mobile phones or by visiting a conveniently located branch of any bank or a Common Service Centre.

3. A pensioner or family pensioner who wants to benefit from this facility needs to obtain an Aadhaar number and get it linked to his/her Pension Payment Order (PPO) number and pension account. This will also speed up commencement of family pension in the event of death of pensioner or spouse.

4. In view of the immense advantages of using Aadhaar numbers, Pensioners’ Associations are requested to disseminate information about Jeevan Pramaan amongst pensioners and also collaborate in making it a success by facilitating registration of pensioners on Jeevan Pramaan portal using Aadhaar based authentication for organizing enrolment activities.

5. NIC centres across various states and districts are being directed by the Department of Electronics and Information Technology to provide necessary technical support for starting enrolment of pensioners for Digital Life Certificate. You may please get in touch with the nearest NIC Centre.

Aadhaar based biometric attendance system – Employees express displeasure

The biometric Aadhaar-linked attendance system has now been introduced among the staff of Income Tax Department in Tamil Nadu and Pondicherry. This now links the everyday attendance of these Income tax officials with their Aadhaar card. The fingerprint registered in the Aadhaar card database must match with the fingerprint saved in the timecard. Employees who have not yet applied for their Aadhaar card were instructed to get them as soon as possible.

A senior Income Tax official has said, “The Aadhaar information of the employees and officials are gathered at the national information database. Links are provided from this centre to the various Central Government departments. The daily attendance register has now been added to this database. The employee has to register his/her attendance by getting the thumb scanned.

This scanned thumb impression has to match with the one in the Aadhaar card. The new system has already been implemented at the Income Tax office and the postal department of New Delhi. It has now been introduced at the Income Tax office of Tamil Nadu and Pondicherry. Employees without the Aadhaar card have been asked to apply for one immediately.

Central Government employees meanwhile have expressed their objection to linking the daily attendance timecard with Aadhaar. Mr. Duraipandi, the General Secretary of the Employees’ Sammelan, said, “We have no objection to implementing a biometric attendance system. But, linking the Aadhaar card information with the attendance record is unnecessary and in violation of personal justifys. Adding my personal information to my office attendance violates my justify to privacy.

The honourable Supreme Court, in its judgement, has clearly specified that Aadhaar details should not be used for personal reasons.”

A decade before, all the government offices had printed ‘Attendance Register’ in which employees used to sign against their names in order to record their attendance. The register would usually be kept in front of an Secton officer and register should be initialed at the bottom by the Section Officer. Every employee should note down the time of arrival and departure under his /her initial in ink in the Attendance Register. At the end of the 10 minutes grace time, the register would be taken to the department head’s table.

This system was followed by various computerized methods like smartcard, swipe card, and show card. The most popular method now is the Biometric Attendance System, which captures the employees’ fingerprint to record his/her attendance. The Government explained that the new system has been implemented in order to reduce late-coming. The point worth noting is that no changes can be made in the registered time of arrival or leaving, in this method. Higher officials get immediate reports on the time the employee arrived and the time he/she left the office.

Now, the Central Government has gone one step further and has made these attendance records accessible to all. All information including real time chart can be monitored by public also. Through its website, http://attendance.gov.in/, facilities have been made to view the attendance record in real time to bring more transparency. Through the ‘Aadhar’ card-based system, the employee’s fingerprint is captured in the Biometric Attendance device. The details of the employees, including their Aadhar card numbers, are immediately updated on the website. The information collected from various biometric attendance devices are gathered on a centralized Management Information System (MIS) website. All the gathered information is then presented in the form of a Real Time Chart.

All Central Govt Employees Federations have objected to the new attendance system. An order was issued in DOPT dated 28.01.1988, that said that the members of the National Council JCM Staff Side should be consulted with before implementing any new technologies. They asked if the NC JCM’s opinion was considered in this scheme. They have demanded that Pick-up Point System facility must be implemented in order to avoid late-coming in crucial industries, including infrastructure development. They said, every employee is expected to be on seat and to start work at the prescribed opening of office hour.

Protest against Aadhar Card based Biometric Attendance System for the Central Govt Employees

Resolutions Adopted by the 6th Federal Council Meeting of NATIONAL FEDERATION OF CIVIL ACCOUNTS ASSOCIATIONS Held at Cochin on 17th and 18th September 2014

RESOLUTION – I
(IN PROTEST AGAINST BIOMETRIC ATTENDANCE SYSTEM)

The 6th Federal Council meeting of the National Federation of Civil Accounts Associations held at Cochin on 18th and 19th September 2014 discussed the decision of Govt. of India to introduce the Aadhar Card based biometric attendance system for the Central Govt. Employees.

The meeting observed that introduction of Aadhar based attendance and punctuality in the offices-
(a) Every employee is expected to be on seat and to start work at the prescribed opening of office hour. Ten minutes grace time may be allowed in respect of arrival time to cover up any unforeseen contingencies.
(b) (i) Every employee should note down the time of arrival and departure under his /her initial in ink in the Attendance Register(S 37)
(ii) The Register should be initialed at the bottom by the Section Officer.
(iii) The Register should be sent to the Branch Officer 10 minutes after the prescribed arrival time.
(c) (i) The Section Officer will see that the entries are made correctly.
(ii) The section Officer will draw the attention of the Branch Officer to the names of the person(s) who frequently or habitually late.
(iii) The section officer shall denote prescribed abbreviations for non- attendance by any official
– This system of recording attendance and watching the punctuality of individual government servants and the portrait of his/her attendance and non- attendance is in vogue from a date prior to independence and its efficacy was never questioned by the Administrative Reforms Committees of any of the six Central Pay Commissions. The administrations of Government departments have been most effectively maintaining the punctuality and discipline in the offices for the last seven decades by using the omnibus register for maintaining the attendance and punctuality.

The meeting felt that giving publicity of the decision of enforcing attendance in a disproportionate manner is retrograde and derogatory to the dignity of the employees and officers of Central Government establishments. The electronic and print media are using this internal administrative decision of the Central Government as an instrument to malign the officers and employees of Central Government which is untenable.

The meeting also noted that the Aadhar Card based biometric attendance system is nothing but pointing of fingers towards the integrity of the employees & officers of central Government establishments. Before taking such decisions, the Government did not bring the fact of deteriorations in the position of attendance and punctuality if any, in the National Council JCM justifying the requirement to replacing the manual system by machine. As per the Government of India, Department of Personnel and Training OM. No. 3/42/87-JCA dated 28th January 1988 read with clause 8(Jurisdiction and functions) of JCM the Staff side is to be consulted before introduction of any new Technology.

The meeting therefore, urges upon the Govt. of India to delink the Aadhar Card from the process of implementation of Biometric attendance system and before implementing the new scheme of biometric attendance system in the Central Government Offices, take the following actions-
1. Discuss the issue of introduction of Biometric attendance system/Adhar Card based Biometric Attendance system in the National Council(JCM) and Departmental Council (JCM)
And
2. Upgrade infrastructure and communication system in all cities of the country or introduce pickup point system for the employees & officers so that they could report for duty in time.

The meeting also urges upon the Government of India not to consider introduction of aadhar card based attendance. The National Federation of Civil Accounts Association stands for strict implementation of punctuality, discipline and work culture in all central Govt. offices and extend its full support and co-operation to maintain punctuality and discipline in the offices.

The meeting Resolves to forwarded the Resolution to the Cabinet Secretary, Controller General of Accounts, the Secretary, staff side National Council (JCM) and the Secretary General, Confederation of Central Government Employees & workers.
