6. What should a retiring person, who already draws his/ her pension from a Branch of another Bank, do to draw pension from a SBI Branch?
Ans: The pensioner should open an account with a convenient SBI Branch and request his/ her existing banker to send the pension papers to the concerned Govt. authorities for onward submission to concerned CPPC of SBI for pension processing.

7. Can a pensioner transfer his/ her pension account from one Branch to another Branch of the same Bank or to the Branch of another Bank?
Ans: (a) Pensioner can transfer his/ her pension account from one Branch to another Branch of the same Bank within the same centre or at a different centre;
(b) He/She can also transfer his/ her account from one authorized Bank to another authorized Bank at different centre.

8. Can a pensioner open a Joint Account with his/ her spouse?
Ans: Yes. All Central Government Pensioners and those State Governments which have accepted such arrangement can open Joint Account with their spouses.

Ans: If the pensioner is physically handicapped/incapacitated and unable to present at the branch, the requirement of personal appearance is waived. In such cases the Bank official visits the pensioner’s residence/hospital for the purpose of identification and obtaining specimen signature or thumb/toe impression.

OFFICE MEMORANDUM

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 1.7.2017.

The undersigned is directed to refer to this Department’s OM No. 42/15/2016-P&PW(G) dated 07.04.2017 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 4% to 5% w.e.f 01.07.2017.

2. These rates of DR will be applicable to (i) Civilian Central Government Pensioners/Family Pensioners including Central Govt. absorbee pensioners in PSU/ Autonomous Bodies in respect of whom orders have been issued vide this Department’s OM No. 4/34/2002-P&PW(D) Vol.II dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension (vi) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of adhoc ex-gratia allowance in respect of whom orders have been issued vide this Department’s OM No. 23/3/2008-P&PW(B) datd 11.09.2017.

3. In partial modification of this Department OMs of even no. dated 16.12.2016 and 27.04.2017, Central Govt. absorbee pensioners in PSU/ Autonomous Bodies referred to in category (i) in para 2 and Burma Civilian pensioners/family pensioners referred to in category (vi) in para 2 above, will also be eligible for dearness relief @ 2% w.e.f 01.07.2016 and @ 4% w.e.f 01.01.2017, in terms of this Department OMs of even no dated 16.11.2016 and 07.04.2017 respectively. The dearness relief already drawn by the above pensioners in terms of OMs dated 16.11.2016 and 27.4.2017, will be adjusted from the revised dearness relief payable under these orders.

4. These orders shall not be applicable on CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department’s OM No.45/52/97-P&PW(E) dated 16.12.1997 and revised vide this Department’s OM 1110/2012-P&PW(E) dtd 27.06.2013. Separate orders will be issued in respect of above category.

5. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

6. Other provisions governing grant of DR in respect of employed family pensioners and reemployed Central Government Pensioners will be regulated in accordance with the provisions contained
in this Department’s OM No.45173/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No.38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

7. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

8. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

9. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II/34-80-II dated 23/0411981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

10. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

11. This issues in accordance with Ministry of Finance, Department of Expenditure’s OM No.1/9/2017-E.II(B) dated 20th Sept, 2017.

Staff Selection Commission (HQ) New Delhi, for a list of central government pensioners for engaging them as Inspecting Officers

NOTICE

Department of Pension & Pensioners’ Welfare i.e DOPPW has been requested by Staff Selection Commission (HQ), New Delhi for a list of central government pensioners for engaging them as Inspecting Officers and members of the Flying Squad for conducting/supervising of examinations of Staff Selection Commission at various centres/places. The retired officials will also be paid honorarium.

2. DoPPW has launched the intiative “SANKALP” for retired central government civil pensioners/retiring employees for voluntary activities for useful intervention in society so that their skill, expertise and knowledge can be used.

Pensioners will also get opportunity to seed data for digital life certificate

The Unique Identification Authority of India (UIDAI) has launched a special enrolment drive for pensioners who are yet to enroll for Aadhaar. The drive is being conducted to enable Pensioners avail the convenience of Jeevan Pramaan, an initiative of Department of Pensions and Pensioners’ Welfare, Government of India.

Every year, pensioners need to provide a life certificate to an authorized pension disbursing agency such as a Bank, Post office etc., for receipt of pension. To get a life certificate the pensioner is required to either personally present oneself before the Pension Disbursing Agency or have the Life Certificate issued by the department/authority where they served earlier and have it delivered to the disbursing agency. This entails considerable hardship to the senior Citizens.

Jeevan Pramaan, a digital life certificate which utilises the Aadhaar identity platform, addresses this very problem by digitizing the whole process of securing a life certificate. A pensioner just needs to biometrically authenticate at the nearest centre. After successful authentication, the digital life certificate is stored in a Life Certificate Repository, which can be accessed by the Pension Disbursing Authority.

To facilitate pensioners to avail the facility of Jeevan Pramaan, which is based on Aadhaar Identity platform, UIDAI and Department of Pensions and Pensioners’ Welfare have taken initiative to carry out special enrolment drive for Pensioners through banks which are Registrars for enrolment for Aadhaar as well as Pension Disbursing Authorities.

The banks which include names like State Bank of India, Punjab National Bank, Bank of Baroda, Allahabad Bank, Canara Bank, have also been asked to conduct special Aadhaar seeding camps where Pensioners will be requested to provide their Aadhaar details to their respective banks from which they draw pension so that they can get a digital life certificate – Jeevan Pramaan.

The enrolment drive and the Aadhaar seeding camp is being run from May 30 to June 10, 2016.

“We hold special enrolment drives to help people who are yet to enrol for Aadhaar. This particular exercise has been initiated to make sure pensioners get an Aadhaar number if they still don’t have one and seed the Aadhaar details of pensioners so that they can get a Jeevan Pramaan,” said Director General & Mission Director of UIDAI, Dr. Ajay Bhushan Pandey.

So far over 15.41 Lakh pensioners have already registered for the Aadhaar-enabled Jeevan Pramaan service.

Subject:- Development of Single Window Service for Central Civil Pensioners.

CPAO is in final stage of developing a single window service for Central Civil Pensioners providing them access to pension process status and all the required information about their Pension & revision details, also providing for Grievance Registration facility and its status to pensioners. This service also intends to track each pension case from the initial stage of preparation of list of all government servants who are due to retire within next twelve to fifteen months on quarterly basis and its submission to concerned Pay & Accounts Officer to the stage of first credit of Pension by the bank.

2. In this context, Rule 56 of CCS (Pension) Rules, 1972 provides that:-

(i)Every Head of Department shall have a list prepared every three months, that is, on the 1st January, 1st April, 1st July, 1st October each year, of all Government servants who are due to retire within the next twelve to fifteen months of that date.

(ii) A copy of every such list shall be supplied to the Accounts Officer concerned not later than 31st January, 30th April, 31st July or 31st October, as the case may he, of that year.

3. Joint Secretary (Admn) of all the Ministries/Departments (copies endorsed to Pr. CCAs/ CCAs/CAs) have already been requested to provide the above lists to their concerned Accounts Officer vide CPAO’s OM No. CPAO/Tech/Jeevan Pramaan/2015- 16/515-662 dated 10.07.2015 followed by OM No. CPAO/Tech/Jeevan Pramaan/ 2015-16/1770 dated 07.03.2016.

4. All the PAOs must have these lists with them by now. Accordingly, all Pr. CCAs/CCAs/ CAs/AGs/Administrators of UTs are requested to ensure that the lists of all such government servants as on 1st April, 2016 are provided to CPAO latest by 3rd June, 2016 positively through PAO login provided on the CPAO’s website cpao.nic.in in the annexed format.

5. The facility of generating PPO Nos. through the list itself is also being developed by CPAO.
