Lump sum as Incentive to CG Employees for Acquiring Higher Qualifications while in Service

For the purpose of studying higher education, the Central Government has approved to revise the incentive in one time to the employees who acquire higher qualifications while in service.

Recently, the office of CGDA issued an order regarding the incentives for acquiring higher qualifications of ICWA Intermediate and Final Examination.

Incentive for acquiring fresh higher qualifications, the following one-time lump-sum rates as incentive for acquiring fresh higher qualification by a Government employee shall be permissible for courses in fields that are directly relevant to the employee’s job…

Criteria and guidelines for granting incentive for acquiring fresh higher qualifications, in the 7th CPC Scenario, are as under:

Qualification Amount
Ph.D. or Equivalent. Rs. 30,000
PG Degree/Diploma of duration more than one year, or equivalent. Rs. 25,000
PG Degree/Diploma of duration one year or less, or equivalent. Rs. 20,000
Degree/Diploma of duration more than three years, or equivalent. Rs. 15,000
Degree/Diploma of duration three years or less, or equivalent. Rs. 10,000

The incentive will not be available for the qualifications which are laid down as essential or desirable qualifications in the recruitment rules for the post.

No incentive shall be allowed for acquiring higher qualification purely on academic or literary subjects. The acquisition of the qualification should be directly related to the functions of the post held by him/her, or to the functions to be performed in the next higher post.

There should be direct nexus between the functions of the post and the qualification acquired and that it should contribute to the efficiency of the government servant.

The quantum of incentive will be uniform for all posts, irrespective of their classification or grade or the department. The incentive shall not be admissible where the government servant is sponsored by the government or he/she avails study leave for acquiring the qualification.

The incentive would be given only for higher qualification acquired after induction into service. No incentive would be admissible if an appointment is made in relaxation of the educational qualification. No incentive would be admissible if employee acquires the requisite qualification for such appointment at a later date.

The qualifications meriting grant of incentive should be recognized by University Grants Commission, respective regulatory bodies like AICTE, Medical Council of India, etc. set up by Central/State Government or recognized by the Government.

The incentive shall be limited to maximum two times in an employee’s career, with a minimum gap of two years between successive grants. The Government servant should prefer the claim within six months from the date of acquisition of the higher qualification.Similar Posts:

Subject: Grant of Grade Pay of Rs.5400/- (7th CPC level 9) to Sr. Private Secretary on completion of 4 years of regular service in the Grade Pay of Rs. 4800/-

The matter regarding pay fixation on Grant of Grade Pay of Rs. 5400/- (7th CPC level 9) to Sr. Private Secretary upon completion of 4 years of regular service in the grade pay of Rs. 4800/- was taken up with MoF/DoP&T.

2. In view of the guidelines received from the Ministry, it is clarified that upon completion of four years regular service in Grade pay of 4800 (i.e. Level 8), SPS will be placed in Level 9 corresponding to Grade Pay of Rs.5400 at equal or next available cell. Further, in case the official has been granted Grade Pay of Rs. 5400 between January to June he/she will be granted annual increment of July in that year in the Grade Pay of 4800 and will accordingly be placed under Level 9 at equal or next available cell.

3. An illustration to the above effect is given below for better implementation.

Mr. X promoted to SPS grade in April 2012 is drawing Rs. 53600/- in Level 8 as on 01.01.2016. Upon completion of four years in the Grade Pay of Rs. 4800/-, he becomes eligible for placement in the higher Level 9 corresponding to Grade Pay of Rs.5400/- w.e.f. 04/2016. Since the same cell is not available in level 9, his pay will be fixed at Rs.54700/- i.e. the next available cell under Level 9 and he will continue to draw pay at the same rate upto 30.06.2016. Subsequently, upon pay will be fixed at Rs.55200/- (L-8).

However, as he needs to be placed in Level 9 i.e. higher pay level his pay will be fixed at 56300/- with DNI as 01/07/2017.

Necessary action may be taken accordingly.

Subject:- Grant of permission for journey performed by officers/officials in Airlines other than Air India –Regarding

The undersigned is directed to refer to HQrs office letter of even no. dated 30.06.2016 wherein IFA(WAC) Subroto Park, New Delhi has been nominated to deal with cases relating to Grant of permission for performing journeys by Officers / officials of DAD in Airlines other than Air India.

Consequent upon the request received from one of the Principal Controller regarding re-delegating the powers to more IFAs for convenience and effectiveness in working, the matter was examined in the HQrs office. Accordingly, the Competent Authority has decided to nominate the IFA’s as per Annexure ‘A’ to this letter for grant of permission for journeys performed by officers / officials of DAD in Air lines other than Air India.

Necessary action may please be taken by all the offices of DAD while processing the subject requests.

Subject: Interest bearing advances/ Seventh Central Pay commission on migration Of existing government employees who have already taken Home Loans from Banks’ other Financial Institutions — reg.

Kind attention is invited to para 2(viii) of this Ministry’s OM. No. l- 17011/11 (4)/2016-H.III dated 09.11-2017 on the above-mentioned subject regarding fulfilment of extant conditions, extant conditions are clarified as follows.

a) Before granting such House Building Advance. the Head of the Department

i) Should satisfy himself that the home loans were taken by the government employee entirely for purpose of construction / purchase of new house/ flat.

ii) Should ensure that the House Building Advance sanctioned is to tie amount of loan still due to be repaid by the government employee

b) House Building Advance can be availed towards repayment of bank loan taken for the purpose of construction/ purchase of new house/ flat.

C) Employee shall be eligible for grant Of House Building Advance on the date she obtained loans from banks and other financial institutions, irrespective of whether they applied for House Building Advance before raising he loan.

d) House Building Advance fry repayment of loans Shall be granted to the Eligible employees in one lump sum. However, the Government employee shall produce the HBA Utilisation Certificate within one month the date of release of HBA

e) Employee has to satisfy tie other provisions of the House Building Advance Rules -2017.

Please refer to the communication cited under reference containing guidelines regarding representation from Government servants on service matters. As per existing instructions, wherever, in any matter connected with his service rights or conditions, a Government servant wishes to press a claim or to seek redressal of a grievance, the proper course for him is to address his immediate official superior, or Head of his office, or such other authority at the appropriate level who is competent to deal with the matter in the organization.

2. However, it has been observed that instances of bringing outside as well as political influence by the official and their close relatives in matters like transfer etc. are on the rise. Such trend has been viewed seriously and the officials concerned may be liable for disciplinary action for such transgression and violation of provisions of CCS (Conduct) Rules, 1964.

3. In this context, attention is also invited to DOP&T OM bearing F.No.11013/08/2013-Est(A-III) dated 31.08.2015.

4. The contents of this communication may be disseminated to all officers/ staff serving in your organization.
