Foundation was laid today to Prime Minister Narendra Modi’s ambitious ‘Swachh Bharat’ campaign, which he had announced during his Independence Day speech. All over the country, at the same time, government offices, schools, and railway stations were cleaned as part of this programme. Central Government employees and school students participated in it. The scheme will continue for the next five years.

After taking charge as Prime Minister, as part of his social welfare plans, Narendra Modi has been inviting people’s opinion on various issues through the internet. During his Independence Day speech, he sought for their opinion on removing the current commissions and setting up of new organizations. Opinion was also sought on the Clean India campaign.

Cleaning up the country is one of his ambitious dreams. If India becomes clean, it would easily be among the top 50 tourist destinations of the world. He believes that India could be transformed into an example for other countries to emulate. By giving importance to cleanliness and civic amenities, he believes that in addition to encouraging tourism, it would also bring in economic development. These were the reasons for his launching the ‘Swachh Bharat’ campaign’.

The grand scheme was launched today, on the occasion of Gandhi Jayanti, all across the country. Narendra Modi personally launched the campaign at Delhi’s Valmiki Basti. Campaign to clean up the road outside the house where Gandhiji lived has also started. Modi picked up the broom and began sweeping the area. Following him, other officials and ministers too picked up the brooms and began cleaning up. More than 31 lakh Central Government employees all over the country participated in the ‘Swachh Bharat’ campaign. They also took the pledge to clean up the nation. It was also announced that awareness campaigns will also be conducted simultaneously.

Prime Minister Modi has said that the scheme could be successfully implemented by cleaning up the residences, work places, roads, bus stands, railway stations and water bodies. Early in the morning, he paid a visit to Rajghat memorial to offer his respects to Gandhiji. Modi requested the participation of all Indians to clean up the country.

All India Railwaymen Federation, one of the biggest federation in Railway Department has brought to Railway Board the issue of compulsory attendance on 2nd October 2014. The letter said, many of employees have already planned along with their children for outing. Moreover, Ashtami and Navmi are on 2nd October when many people use to perform “Pooja” and forcing the staff to attend the Shapath on 2nd October will be against the religious sentiments.

Sub: Swachh Bharat Mission – Taking of “Swachhata Shapath”

We are surprised with the circular issued from your good office, wherein you have mentioned that all the administrative offices will be remained open on 2nd October, 2014, for taking “Swachhata Shapath”. Though we fully support Swachh Bharat Mission, but we disagree with this circular because 2nd October is a National Holiday, and many of the staff have already planned along with their children for outing. Moreover, Ashtami and Navmi are on 2nd October when many people use to perform “Pooja” and forcing the staff to attend the Shapath on 2nd October will be against the religious sentiments.

It is pertinent to mention here that, in Bengal everybody knows that nowadays it is festive season and lots of people are against these orders of the Ministry of Railways and Government of India.

I do hope, you will issue an amendment to this letter, making it the said ShapathVoluntary, so that the employees who are not in a position to attend the same are not forced to do so, otherwise it will be detrimental to noble cause, for which Hon’ble Prime Minister has sponsored this mission.

Sub: “Swachch Bharat Mission” – Cleanliness Pledge reg.

Further reference to letter of even number dated 29.9.14, all the offices shall remain open at the Headquarters, Regional/Zonal/Field Offices/Workshops, Attached/Subordinate Offices and Autonomous Bodies etc. on 2.10.14 in the forenoon to take Cleanliness Pledge and to carry out voluntary cleaning drive of their offices premises both inside and outside.

The whole exercise is to promote the Cleanliness Campaign and is to be carried out voluntarily. It is, however, clarified that 2nd October, 2014 being a National Holiday and attendance being voluntary, payment of National Holiday allowance etc. shall not be payable.

However, the officers and staff should be encouraged to participate in the exercise.

Cabinet Secretary Ajith Seth has asked the Central Government employees to come to office on October 2, which happens to be the birth anniversary of Mahatma Gandhi, and a national holiday, and tidy up the office premises. A circular to this effect will be sent to all the Central Government offices soon.

As part of the Prime Minister Narendra Modi’s ‘Swachh Bharat’ (Clean India) mission, all Central Government employees have been asked to report on duty on October 2, and take a pledge of cleanliness. The circular has already been sent to the secretaries of various departments.

Cabinet Secretary Ajith Seth explained, “During his Independence Day speech on August 15, Prime Minister Narendra Modi announced the ‘Swachh Bharat’ mission. He is all set to begin the campaign on October 2.

As part of the campaign, all Central Government employees are to attend the office on October 2 to take the pledge of cleanliness. Prior to the campaign, all concerned Central Government officials have been intimated to clean up the office premises.

Seth has said that all the Central Government departments will have to participate without fail in the ‘Swachh Bharat’ mission.
