Subject: – Filling up the post of Canteen Attendant in the Departmental Canteen of Department of Personnel & Training. – Reg.

Sir/ Madam,
I am directed to say that this Department proposes to fill up Seven (7) (number of vacancies are tentative and may vary) vacant posts of Canteen Attendant in the Pay Band-I (Rs. 5,200/- Rs.20,200/ -) with Grade Pay of 1800/- in the Departmental Canteen of this Department purely on temporary basis. The post of ‘Canteen Attendant’ is a direct recruitment post to be filled up through Employment Exchange by candidates having educational qualification of Matriculation or equivalent. The age limit of the said post is 18-25 years as on the last date for submission of application form.

2. . Applications of willing and eligible candidates may be sent along with;

i) Bio-data (as in proforma at Annexure-I);

ii) Attested copies of certificates (matriculation (mandatory) and certificate/ diploma in hospitality management/ cooking/ catering (optional) only);

iii) A valid Employment Exchange Registration ID number (mandatory); to the Under Secretary (Coordination-II), Department of Personnel & Training, Room No. 3, North Block, New Delhi, within 60 days from the date of publication of this vacancy circular in the Employment News.

3. It is therefore, requested to advertise the same in the Employment News.

Subject: Extension of CSD Canteen Facilities to retired Defence Civilians

Reference: This office letter of even No. dated 21.08.2015.

In continuation of the above, the following clarification on some of the common points raised in various representations received in this office is as under:

a) Whether the retired employees of the Defence Accounts facility as the orders from the DDGCS does not explicitly say so.
Yes. The retried employees of the Defence Accounts Department are eligible for the C.S. D Canteen facility

b) Whether the DAD Pensioners can get the application forms authenticated only from the office from which they have retired.
The authentication of the application forms may be carried out by the nearest Controller, under the jurisdiction, the pensioner is currently residing or the application is made. Also, the nominated Officers are directed to authenticate/countersign the application forms of any DAD pensioner, if the application is submitted to him/her.
The authentication is to be carried out, based on submission of the documents as required by the Canteen authorities.

c) What is termed as ‘Govt Order for Retirement?
The Part II. Office Order issued by the Controllers in respect of the retiring employee will suffice the requirement.

d) The said order does not speak about the eligibility of the Family Pensioners.
Whether the same are eligible for the C.S.D Canteen Facilities?
The extension of CSD Canteen Facilities to the Family Pensioners is implied as the QMG branch letter dated 12.08.2015 does not make any distinction between the Retired Defence Civilian Employees and Family Pensioners. The term DAD Pensioners includes within its ambit the Family Pensioners also, as they are drawing pension authorized by PCDA(P) Allahabad.

Important Notice

Sub: Grant of CSD Canteen facilities to Retired Defence Civilian Employees

Government of India, Ministry of defence has decided to extend of CSD facilities to the retired defence civilian employees vide their office order F.No. 8(14)/2015-D(mov) dated 31/07/2015 and same has been circulated vide No. ANN-II/7089/CSD/Corr dated 18/08/2015 of our HQrs office

The matter has been taken up with CSD card issuing authority ie Smart Chip Limited Lucknow, vide this office No. even dated 24/08/2015. On receipt of direction/ procedure/ requirement of evidences for the said card, then this office will collect the form from eligible retired persons for onward transmission to CSD card issuing authority. As per discussion it may take 4-5 weeks.

Further, up-dation on the matter will be uploaded on web site of this office.

“CSD Canteen facilities for Defence Civilian retired employees – Long pending demand accepted by MoD”

For a number of years the Defence Civilian employees have obtained the facility to buy items at subsidized prices from CSD canteens. Especially, Ordnance Employees could buy anything from groceries to bike – at super-subsidized rates from the CSD Canteens, also called Unit Run Canteens. But these facilities were denied to retired employees.

There is no doubt that such concessions are of tremendous importance post-retirement, when the person faces extreme financial crunch. There is no denying the fact that the mental satisfaction is much higher when these items are bought at subsidized rates from these canteens. Also, denying this privilege after retirement becomes a prestige issue of sorts.

After prolonged fights by all the federations of employees union, the Centre is accepted to extend the subsidized CSD canteen facility to retired defence civilian employees too. It is being said that the Minister of Defence has given his approval to the order.(Click to view the order)

More information on this is expected soon. Issues like who qualifies for the facility, what are the items they cold buy at subsidized rates, and providing Smart Cards, etc., have not yet been decided.

One thing is for sure – retired employees can now proudly shop at the CSD canteens.

Ministry of Defence issued orders for granting CSD Canteen facility to retired defence civilian employees. The order is reproduced and given below

Subject: Grant of CSD Canteen facilities to Retired Defence Civilian Employees.

The issue relating to extension of CSD canteen facilities to retired defence civilian employees has been under consideration of government for a long time.

2. It has been decided to extend the CSD Canteen facilities to the retired defence civilian employees also.

3. This issues with the approval of Hon’ble Raksha Mantri.
