Subject :- ‘Minutes’ of the Meeting held 18.06.2018 under the Chairmanship of JS (E) to discuss the issues related to his wing as raised by the Staff Side of Defence Civilian Employees/Workers under provision of ‘Additional Mechanism’.

A copy of the Minutes of the Meeting held under the Chairmanship of JS (E) on 18.06.2018 on the above subject , is available in MoD’s website under “Employees Corner”, sub-section “JCM”.

2. It is requested that the Minutes of the Meeting may be gone through, necessary action may be taken and the Action Taken Report (ATR)/views/comments on point(s) concerned may be forwarded to D(JCM) Section immediately with the approval of the concerned JS/HOD/HOO.

3. It is further requested that in those cases where action is/are pending and not yet finalized , the progress achieved so far may be furnished from time to time to D(JCM) Section till finalization of the case.

Subject : Intimation regarding “Call Attention Strike” in the Defence Establishment.

Respected Madam,
This is to inform you that a meeting of the three recognized Federatiuon (AIDEF, INDWF, BPMS) has taken place at Kolkata on 05.01.2018. The meeting noted with, deep concern that the 4 joint representations submitted by the three recognized Federations have been ignored and neither the Government has responded nor came forward to have a negotiated settlement as in the past. In the mean time unfortunate that the Government has taken the following decisions arbitraraly. This decisions will have serious implications on the Security of the Country and also on the Defence Civilian Employees

1)To close down 14 Station WKPS under EME and to Convery Army Base Workshops in to GOCO Model.

2)To close down 4 Depots under DGOS.

3)To close down 39 Military Farms

4)To declare more than 31000 Defence Civilian Employees of Army Units surplus including in MES.

5)Government orders were issued for grant of Rs. 10000 as Uniform Allowance in place of stitched uniforms affecting the 5 DEF Group of Factories and its nearly 10000 Employees including almost 2000 Woman Employees. The decision to further declare 39 itmes of DEG Group Factories including Army Logo Uniform and Parachutes etc as Non-Core items inspite of the commitment given by DDP.

In view of the above development it has been decided to stage a massive demonstration on 15.02.2018 at Delhi before the Parliament and followed by a “One Day Call attention Strike” during March, 2018 by the employees of the Defence Establishments. We still hope that Hon’ble RM will take a serious note of the present situation and settle the issues amicably by holding a full fledged negotiations with the recognized Federations.

Subject: Exemption of Road Toll Tax to Defence Civilians

Respected Sir,
With due regards, your attention is invited to the Agenda Point No. 65 raised by this federation BPMS in the Steering Committee meeting for the 90th Departmental Council (JCM) (MoD) held on 27.09.2013 {Refer MoD F.No. 5(2)/2013/D(JCM), Dated 24.09.2013}. This federation BPMS submitted that Ministry of Shipping, Road Transport and Highways have issued a notification vide Notice No. NH-11065/12/2003-P&M, dated 15.09.2004 to Secretary, PWD of all States/Union Territories and National Highways Authority of India clarifying that the provisions of Indian Tolls (Army and Air Force) Act, 1901 is applicable to all States and National Highways whereby Army personnel are exempted from paying tolls on roads and highways in the States/Union Territories for their private vehicles irrespective of whether they are on duty or not.

This Federation has firm belief that the defence civilians are also integral part of Defence Forces and they perform their duties in almost similar conditions of uniform personnel without any extra financial benefits. Hence, they (Defence civilians) also deserve to be granted the benefits to some extent on par with uniform personnel.

In this regard, D(Mov) offered its comments (copy enclosed for ready reference) that the subject matter was not being dealt with by D(Mov).

Therefore, you are requested to take appropriate action so that Defence Civilians may also be exempted from paying tolls on roads and highways in the States/Union Territories for their private vehicles.

Compensation to Families

Next of Kin (NoK) of the defence personnel/civilians, who died during fire incident on 31st May, 2016 at Central Ammunition Depot (CAD) Pulgaon, Maharashtra are entitled for various terminal benefits/compensations which include Group Insurance, Special Family Pension, Death cum Retirement Gratuity, Ex-gratia lump sum compensation, Provident Fund etc. Admissible amount and payment made so far is as given below:-

Some other payments have also been made from Chief Minister’s Relief fund, Army Ordnance Corps Regimental Association fund, Assured Decent Last Rites Scheme.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Dr. Shashi Tharoor in Lok Sabha today.

GRANT OF CANTEEN FACILITIES TO THE FAMILY PENSIONERS OF RETIRED DEFENCE CIVILIANS

1. Further to this HQ letter No. 96301/Q/DDGCS/Policy dated 12 Aug 2015.

2. Govt of India, MoD vide letter No. 8(14)/2015 dated 04 Mar 2016 has extended Canteen facilities to family pensioners of retired Defence Civilian employees. The procedure for processing of application will be as per this Dte letter No. 96301/Q/DDGCS/Policy dated 12 Aug 2015. The applicant must write Family Pensioner of retired defence civilian on the application form.

3. All HQ are requested to disseminate this letter to all Fmns/Units/URCs in their jurisdiction.
