Suicide Cases in Defence

The details of number of incidents of suicide and fratricide cases in the armed forces during the last three years are as under:

Various steps have been taken by the Armed Forces to create healthy and favourable environment for their Officers and Other Ranks. Some of these steps are as under:-

Provision of better quality of facilities such as clothing, food, married accommodation, travel facilities, schooling, recreation etc. and periodic welfare meeting.

Conduct of yoga and meditation as a tool for stress management.

Training and deployment of psychological counsellors.

Institutionalization of projects ‘MILAP’ and ‘SAHYOG’ by Army in Northern & Eastern Command to reduce stress among troops.

A ‘MansikSahayata Helpline’ has been established by Army & Air Force to take professional counselling.

Mental Health Awareness is provided during pre-induction training.

Formation of Military Psychiatry Treatment Centre at INHSAsvini and establishment of Mental Health Centres in Mumbai, Visakhapatnam, Kochi, Port Blair, Goa and Karwar.

This information was given by Raksha Rajya Mantri Dr. Subhash Bhamre in a written reply to Dr. A. Sampath in Lok Sabha today.

Subject: List of Compulsory & Restricted Holidays for the year 2019

Consequent upon the decision taken by the Central Government Employees’ Welfare Co-Ordination Committee, Kolkata, vide letter No.C.G.E.W.C.C./Kol/Holiday/2018-19/669 dated 10/10/2018, Main Office including Railway Section of the Principal Controller of Accounts ( Fys), Kolkata & RTC (ER) and the Accounts Offices under CFA(Fys) BGF will observe 17(seventeen) Compulsory holidays as in Annexure – A and 2 (two) Restricted Holidays from the list of 34(Thirty Four) Restricted holidays as in Annexure – B for the calendar year 2019. The date of Holidays for the Muslim Festivals may be changed on sighting of the Moon and decision to be taken by the CGEWCC, Kolkata based on the decision of the State Government in respect of ldu’l Fitr, ldu’l Zoha [Id-Uz-Zuha (Bakrid )], Muharram and Id-e-Milad.

Subject : Modification of pay-slip of Industrial employees under OFB- regarding.

Reference : This office earlier circular no dated 25/09/2017 and further 16/10/2017.

Consequent on implementation of 7th CPC OFB had invited proposal from all SGMs/GMs as well as PCA (Fys) on modifications of pay-slips of IEs in OFB. On receiving feedback from different Gp controllers, the suggestions were forwarded to Wage Package Team, Ishapore for incorporation in the Wage Package. The updated format of wage package has been accepted by OFB and some further modifications for incorporation of Aadhaar No, Bank Account No, Date of Retirement (copy enclosed) has now been sought in the Wage Package by OFB.

It is therefore, requested to kindly look into it and offer your valuable suggestions/proposals in consultation with Br. Accounts Offices under your jurisdiction for onward submission to OFB.

Govt. of India, DoP&T O.M. No. 14014 / 6 / 94- Estt (D) dated 09th Oct 1998 read with O.M. No. 14014/23/ 99- Estt (D) Dated 03rd Dec 1999 has a provision to give a compassionate appointment to one of the dependent for the survival of his family, if the employee unfortunately dies during his service period; leaving his family behind to survive, but it is limited to 5% of the vacancies falling under direct recruitment quota in any Group ‘C’or ‘D’ post. Not only this, under this 5% quota DR of Group ‘C’ & ‘D’ defence civilians, the dependants of Group ‘A’ & ‘B’ defence civilians and all uniformed personnel (of Army, AirForce & Navy) are being granted compassionate appointment but the 5% vacancies under DR of Group ‘A’ & ‘B’ defence civilians and uniformed personnel are not added. Due to this, a large number of wards are waiting for their appointment on compassionate grounds to look after the family.

This federation has made lot of efforts on the subject and it may be noteworthy to mention the following correspondence (1) BPMS Letter No. BPMS / MOD / Comp. Apptt. /219 (8/3/L) . dated 04.04.2016 (2). Hon’ble RM’s DO No. 4930/VIP/RM/2016, dated 02.06.2016 (3). MOD ID No. 19(1)/2016-D(Lab), Dated 05.07.2016 (4). OFB letter No. 039(6)/PER/POLICY, Dated 14.07.2016.

Further, this issue has been discussed on several occasion with the present Raksha Mantri also but no action is seen as yet.

On the other hand, the families of dependents are suffering and are becoming desperate on account of inaction on such an important and sensitive issue.

The Central Executive Committee Meeting being held at Dehu Road (Pune) took serious cognizance of the issue and demands that the Government should take immediate necessary steps to solve the issue.

FILLING UP OF POSTS IN B&S CADRES OF MES

Will the Minister of DEFENCE be pleased to state:

(a) whether it is a fact that 1573 posts of Barrack and Store (B&S) Cadre of Military Engineer Services (MES) were revived through Ministry of Finance during September, 2016;
(b) if so, the details of vacancies filled-up till date;
(c) if not, reasons for delay of 18 months in filling up of vacancies;
(d) the date by which all revived posts will be filled-up alongwith details of recruitment / DPCs conducted during last three years at each level; and
(e) the details of DPC conducted during last three years in respect of all cadres of MES at each level with present position of each case?

(a) Yes, Sir.
(b) to (d): Post Cadre Review of the Barrack and Store Cadre, which was completed on 15th December, 2017 a number of posts have been upgraded and some have been abolished. These will require amendment of the recruitment rules before filling up of posts.
(e) A total of 44 Departmental Promotion Committees have been conducted for various cadres of Group ‘A’ and Group ‘B’ Officers of MES in the past three years.
