Office Memorandum

Subject: Implementation of digital signed pension revision authorities in all banks.

After the implementation of paperless movement of digitally signed e-Revision authorities with four banks i.e. SBI, Chandani Chowk, Punjab National Bank, Bank of Baroda and Canara Bank, paper authorities for these four banks have been dispensed with. In the meeting held with eight major banks on 05.11.2015, it was decided to roll out e-revision authorities for all remaining banks w.e.f. 01.01.2016 alongwith parallel run of physical authorities for one month.

In this context all remaining banks were earlier already advised to complete their preparatory work and other formalities by the end of July, 2015 vide this office OM No.CPAO/Tech/e-PP0/2015-16/440-511 dated 03.07.2015. It is expected that all the banks are ready to accept the digitally signed e-authorities received from CPAO.

In respect of the 14 CPPCs of SBI pilot run has been over and physical movement of papers have been stopped w.e.f. 01.01.2016.

For remaining 25 banks the trial run will be effective from 01.02.2016 to 15.02.2016. during this period physical authorities will also be sent to the CPPCs parallel with electronically authorities. With effect from 16.02.2016 sending of physical authorities to CPPCs to remaining banks will also be stopped.

All Heads of Government Account Departments and CPPCs of the all the authorised banks are requested to ensure the implementation of e-Revision authorities as per schedule indicated above. All the Heads of CPPCs are requested to alert their Technical teams for making necessary provisions in their software, if not already done.

Delay in giving pension benefits

There is no such proposal to do away with the existing procedure of Submitting annual life certificate by the pensioner to renew their pension payment.

Yes Madam. Department of Pension & Pensioners Welfare has implemented an online system called ‘BHAVISHYA’ for retiring Central Government Civil employees. The system provides for on-line tracking of pension sanction and payment process. Tracking can be done by the individual as well as the administrative authorities for all actions preparatory to grant of pension and other retirement benefits. Facility also exists for tracking payment of subsequent monthly pension. This is in line with the priorities of Government to ensure transparency and accountability in systems and processes.

At present, Bhavishya is implemented in main Secretariat of 83 Ministries/Departments & 23 attached offices involving 794 DDOs. This Department has also given on-site training to all the Drawing Disbursing Officers/Head of Offices/Pay & Accounts Offices and the dealing hands of main Secretariat of all the Ministries/Department.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Satav Rajeev & others in the Lok Sabha today.

There is a report in a section of press that while inaugurating an Awareness Workshop on the online Pension Sanction and Payment Tracking System “BHAVISHYA”, Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances and Pensions, Atomic Energy and Space, Dr Jitendra Singh said that the practice of submitting Digital Life Certificate for continuation of pensions will soon be done away with.

Strongly rebutting the report, it is stated that Union Minister Dr Jitendra Singh has never ever expressed any opinion on the issue at any platform and, therefore, the question of having made such a statement does not arise at all.

It is clarified that, as of now, the government has no proposal to discontinue the Digital Life Certification for the pensioners.

It is to be stated that “Jeevan Pramaan” – a facility for submission of digital of life certificates by pensioners has been launched in November 2014. This is a voluntary facility provided in addition to existing provisions available for submission of life certificates. Till date 9,62,910 Digital Life Certificates have been furnished by pensioners.

‘Jeevan Pramaan’, the Aadhaar-based Digital Life Certification system, for Pensioners

The Government has asked banks to achieve weekly targets set for the purpose of enabling “Jeevan Pramaan” – an “Aadhaar-based Digital Life Certification system for Pensioners so as to cover at least 50% in next 2-3 weeks. Pensioners can approach their paying branches with the PPO, Aadhaar card and bank pass book for trouble-free seeding of Pensioners’ Aadhaar number in their bank account.

Various steps are being taken by the Government to sensitize pensioners and bank branches to link up the Aadhaar number, PPO number and bank account number. All pension disbursing banks observed 1st to 7th August, 2015 as ‘Aadhaar Seeding Week for Pensioners.’ All through the week, priority was given to pensioners visiting the bank branches for seeding Aadhaar number in their bank account. Besides, five camps were organised from 13th to 17th July, 2015 at different locations covering Delhi, NOIDA and Faridabad to facilitate seeding of Aadhaar number in the bank accounts of pensioners. All banks participated in these camps. Facility was also provided by UIDAI for on-the-spot registration for Aadhaar numbers.

Conventionally, pensioners are required to give a Life Certificate to the pension disbursing authority in November, every year – either by presenting themselves before the Branch Manager or by means of a Certificate issued by a Gazetted Officer or other designated authorities.

The “Jeevan Pramaan” – an “Aadhaar-based Digital Life Certification system with an objective to facilitate on-line submission of Life Certificate by pensioners, was launched by the Prime Minister Shri Narendra Modi on 10th November, 2014. This facility is in addition to the other existing methods of submitting Life Certificates. It is hoped that all pensioners who have Aadhaar numbers will make use of this additional facility of biometric life certification.

With “Jeevan Pramaan” the pensioners and family pensioners need not visit the pension disbursing agency or Gazetted/designated authority for submission of Life Certificates. The Life Certificates may be submitted from personal computers and laptops at home or by visiting a conveniently located Common Service Centre or the nearest branch of any pension disbursing bank. There are about 55,000 branches of pension disbursing banks and 40,000 Common Service Centres throughout the country. Submission of Digital Life Certificate also ensures authenticity of pension payments.

An “Aadhar-based Digital Life Certificate” for pensioners, in a move that could eventually benefit over a crore pensioners. The Prime Minister said that after the push towards self-certification, this digital life certificate was another enabling mechanism which would benefit the common man.

At present, 50 lakh individuals draw pension from the Central Government alone. A similar number draw pension from State and Union Territory Governments. Several PSUs also provide pension benefits. Over 25 lakh retired personnel draw pension from the Armed Forces. The Aadhar-Based Digital Life Certificate will go a long way in reducing hardship which so many senior citizens have to go through to produce a Life Certificate every year.

Process of getting digital life certificate issued for Pensioners

Step 1 : Pensioner needs to have In Aadhaar number fer getting digital Life certificate issued.

Step 2 : Pensioner needs to enrol and biometrically authenticate himself/herself using one of the following methods

a) Download application prepared for generating digital life Certificate from jeevanpramaan.gov.in on any Android Tabiet/Smartphone or Windows PC. Procure a low cost finger print scanner/iris scanner from the market and plug it on USB port of the Tablet/Smartphone/Pc. Using the above application, Pensioner will be able to enrol and bio-metrically authenticate in real time from the comfort of their homes by giving his/her Aadhaar number and other details related.to their pension bank account.

b) Pensioner can visit a nearby CSC center, Bank Branch or any Government office whose details are provided under ‘locate center” on jeevanpramaan.gov.in and bio-metrically authenticate in real time by giving his/her Aadhaar number and other pension details related to their pension bank account.

c) if the pensioner is already enrolled on the system, next time he gives his Aadhaar number, he would only be required to authenticate his bio-metric for updating date of his digital life certificate.

Step 3 : After successful submission of digital life Certificate. pensioner will be sent a sms on his/her mobile giving the transaction id, Pensioner will be able to download computer generated life certificate from jeevanpramaangovin using this transaction id tor their records.

Step 4 : Bank Branch can be informed about submission of your digital life certificate in one oi the following ways

a) Bank can login on jeevanparmaan.gov.in and can search manually for Pensioner’s life certificate either by giving Aadhaat number, Bank Account number or Transaction.

b) Core Banking Systems of Banks will be able to automatically download life certificate details from the digital life registration repository and update life status in Pensioners bank account.

c) Pensioner’s digital life certificate can be sent to respective branch of the Bank by sending an email or forwarding the link through sms to download life certificate from the website.

Reminders through sms will be sent to the pensioners enrolled on jeevanpramaan.gov.in for timely submission of their digital life certificates.
