OFFICE MEMORANDUM

Subject: Online generation and recording of Annual Performance Assessment Report (APAR) on SPARROW (Smart Performance Appraisal Report Recoding Window) of Group ‘A’, ‘8’ and ‘C’ officers- Extension of timelines for completion of APAR online for the year 2018-19.

The undersigned is directed to say that a large number of officers of the
Central Government Ministries/Departments have been deputed for election duty in the General Election to the Lok Sabha, 2019. It is understood there would be practical difficulties in recording of APAR online as per the target dates prescribed in DoPT O.M.No.21011/01/2005-Estt.(A)(Ptll) dated 23rd July, 2009, through SPARROW platform, for officers deputed for election duty.

2. The matter has been examined in this Department and it has been decided with the approval of competent authority that the target dates prescribed in O.M. dated 23rd July, 2009 be relaxed as one time measure only for online generation, filling up of self-appraisal, reporting, reviewing and acceptance of APAR for the year 2018-19 through SPARROW portal for all Group ‘A’, ‘B’ and ‘C’ officers. The revised target dates for online recording and completion of entire APAR process for the year 2018-19 is enclosed as Annexure. This relaxation is subject to the condition that no remarks shall be recorded in the APAR for the year 2018-19 after 31.12.2019.

Where the reporting, reviewing and the accepting authority fail to record their comments within the time frame, the officer reported upon may be assessed on the basis of the overall record and self-assessment for the year, if he has submitted his self-appraisal within stipulated time.

Discontinuation of Interview at Lower Level Posts

The Prime Minister in his address to the nation on the Independence Day has stressed the need to discontinue holding interviews for recruitment for such junior level posts where personality assessment is not an absolutely necessary requirement.

He has called upon the Government Organizations’ to end this practice at the earliest as it will help in curbing corruption, more objective selection in transparent manner substantially easing the problems of poor people.

He has emphasized that the recruitment should be made on merit basis through transparent, online processes leading to less Government and more Governance.

The Department of Personnel and Training on the basis of recommendations made by the Committee of Secretaries has already taken a decision to discontinue interviews at the junior level posts at Group ‘B’ (Non-Gazetted), Group ‘C’ ,Group ‘D’ (which are now reclassified as Group ‘C’) and all equivalent posts.

All the advertisement for future vacancies will be without the Interview as part of the recruitment process. From 1st January 2016 there will be no recruitment with interview at the junior level posts, in Government of India Ministries/Departments/attached Office/Subordinate Office/Autonomous Bodies/Public Sector Undertakings.

The interviews will be done away even in cases where the selections were made purely on basis of performance in the interview. The Ministries/Departments/Organizations’ will consider revising the scheme for selection for such cases.

As the Skill Test or Physical Test is different from Interview they may continue. However these tests will only be of qualifying nature. Assessment will not be done on the basis of marks for such tests.
The decision to discontinue interview for the junior level posts across the country will be major step towards achieving the objectives of citizen centric transparent governance.

The matter has also been taken up with the State Governments/UTs to undertake similar exercise, from time to time. In this regard letters from Secretary (Personnel) to the State Chief Secretaries have been issued on 4th September 2015 and letters from MoS(PP) to the State Chief Ministers have been issued on 29th September 2015 and 1st January 2015.

To facilitate the implementation of the directions of the Hon’ble Prime Minister further by the various Organizations/Ministries/Departments/Governments a one day workshop was also organized by the DOPT on 16th November 2015.

Some of the State Government have shared the status in this regard with the DOPT. The Summary of the State Responses on the Discontinuation of Interview is as follows:

Subject:- Instructions / guidelines under rule 7(2) of AIS(Leave) Rules 1955 to process deemed resignation for being unauthorisedly absent after expiry of Leave / Study Leave/ Foreign Assignment etc.

Sir/Madam,
The following procedure shall be followed in the cases of unauthorized absence and to initiate proceedings of deemed resignation under rule 7(2) of AIS(Leave) Rules 1955:-

(a) A Member of Service (MoS), if remains unauthorisedly absent after the sanctioned period of leave / study leave / tenure of Foreign Assignment as prescribed under rule 7(2) of AIS(Leave)Rules, 1955, there shall be a one month waiting period after the end of leave period / tenure of foreign assignment etc. After that the concerned State Government shall issue a show cause notice, thereby giving an opportunity to the MoS to explain his / her case. Thereafter, if the MoS does not return to duty, the State Government concerned shall initiate proceedings of deemed resignation under rule 7(2) of AIS(Leave) Rules 1955 and forward a complete proposal to the Central Government for effecting deemed resignation within next two months. If the State Government fails to comply with these instructions and does not adhere to the aforesaid timeline, the Central Government shall initiate proceedings of deemed resignation under rule 7(2) of AIS(Leave) Rules 1955 on its own. The term ‘Central Government’ means the concerned Cadre Controlling Authority, i.e. Department of Personnel & Training for IAS officers, Ministry of Home Affairs for IPS officer and Ministry of Environment,
Forest & Climate Change for IFS officers respectively.

(b) However, there is no bar in issuing show cause notice and seek clarification from MoS for being unauthorisedly absent any time during one year period of unauthorised absence or as otherwise provided under rule 7(2)(a) & (b) respectively. But after period of one year of unauthorised absence or as otherwise provided under rule 7(2)(a) & (b) respectively, the whole process of deemed resignation shall be completed within three months as prescribed above.

2. The above instructions / guidelines may please be brought to the notice of all the concerned authorities under your administrative control for strict compliance.

3. This issues with the approval of Competent Authority.
