Sub: Engagement of Ex-Servicemen against vacancies in Safety Categories of Bridge Organization, Track Machine Organization and other similar technical safety Categories on Contract Basis.

Ref: No. 2018/Trans Cell/S&T/Contractual Staff, dated 20.11.2018.

1.0 Regarding, engagement of Ex Servicemen against vacancies in Safety Categories for Bridge Organization, Track Machine Organization and “other similar technical safety Categories” on Contract Basis following policy has been approved by Board (ME, MS, FC and CRB).

2.0 Zonal Railways with the approval of General Manager in consultation with PFAs. PCPOs and concerned PHODs may permit hiring of services of Ex-Servicemen on Contractual basis against sanctioned vacancies in Pay Grade Level 1 to 7 in Track Machines, Bridge and other similar technical safety categories. The contractual hiring may be resorted to, for a limited period of time, till the vacancies are filled in through regular channel (RRBs, RRCs etc.), duly taking care of the safety and competencies required for a particular job. The responsibility of Safety and Security however shall remain with the competent Railway Servant and the recruited Ex-Servicemen shall work under the guidance and supervision of regular Railway Servants. The hiring of Ex-Servicemen may be done by either entering into suitable MOUs or other contractual arrangements as deemed fit with Defense Organizations engaged in resettlement of Ex-Servicemen.

3.0 The Contractual staffing is to be done against clear vacancies against direct recruitment quota. As soon as the vacancies are filled up by fresh recruitment or any other mode including compassionate ground appointments, the contractual engagement made through this channel should be reduced accordingly.

4.0 This scheme is launched on experimental basis and shall remain valid for 2 Years from the date of issue of this letter. Other conditions, as contained in letter under reference may be relied upon to the extent applicable in the instant case but the General Managers can modify these conditions keeping in view the local needs.

5.0 This issues with the concurrence of Associate Finance of Transformation Cell, Railway Board.

REVISED RESULT- RECRUITMENT OF SUB-INSPECTORS IN DELHI POLICE, CAPFs AND ASSISTANT SUB-INSPECTORS IN CISF EXAMINATION, 2017

Recruitment of Sub-Inspectors in Delhi Police, CAPFs and Assistant Sub-Inspectors in CISF Examination, 2017 – Declaration of Revised Result.

The final result of Sub-Inspectors in Delhi Police, CAPFs and Assistant Sub-Inspectors in CISF Examination, 2017 was declared on 31.10.2018. After the declaration of the result, some representations were received by the Commission on the issue specific to Ex-servicemen candidates which necessitated a re-examination of this aspect of the result. The Commission immediately undertook a comprehensive review of the result and the limited discrepancies, specific to Ex-Servicemen, were duly rectified. Based on the said review, the following changes have been effected in the result initially declared on 31.10.2018:-

(i) 63 (sixty three) candidates who were earlier ‘Not selected’ have now qualified the said exam.

(ii) 61 (sixty one) candidates who were earlier declared as ‘Selected’ do not now qualify the exam in the revised result.

(iii) There has also been a change in the posts allocated to 84 candidates.

(iv) With regard to female candidates, though there has been no change in their allocation to various posts, a change has been effected in their All India ranking.

Subject: Implementation of Hon’ble Supreme Court Order dated 27.09.2018 in Contempt No.1860/2017 and 924/2018 and MA No. 1067/2018 in Civil Appeal No.2147/2011 with Contempt Petition (C) No.04/2018 in SLP(C) No.19790/2010 for grant of Special Pension under Regulation 95 of Navy (Pension) Regulations, 1964.

Sir,
I am directed to refer the cited Hon’ble Supreme Court Order dated 27.09.2018 and convey sanction of the Competent Authority for grant of Special Pension under Regulation 95 of Navy (Pension) Regulations, 1964 to the ex-sailors appointed prior to 03.07.1976 and discharged on or after 03.07.1976 on expiry of 10 years of service.

2. The amount of pension payable is Rs.9000 (Rupees Nine thousand) per month to each of the ex-sailors under Regulation 95 Navy (Pension) Regulations, 1964, payable September 2018 as per the Court Order under reference.

3. The amount of gratuity and DCRG paid, be adjusted the amount payable. Necessary PPO may be issued immediately.

4. The expenditure incurred on this account will be paid under Charged Expenditure and be debited to the relevant Head of Account.

5. This issues with concurrence of Ministry Defence vide their U.O. No. 1023/Fin/Pen Dated 17.10.2018.

6. Govt of India, Ministry of Defence letter No. 4(10)/2017-D (Pen/Legal) dated 26th September, 2017 may be treated as cancelled.

The Department of Ex-Servicemen Welfare published revised or amended tables for Defence Pensioners under OROP Scheme on 17th October, 2018.[Click to see the Notification]

Tables of EC/SSC officer (other than medical officers) data of pension of Cdr, (Lt. Col. in Army) was inadvertently taken as pension of Lt. Cdr. (Major in Army). This has affected tables No.5, 14, 23, 32, 41, 50, 63, 64, 74, 83 and 92.

The modified tables are enclosed herewith. Pension of the affected pensioners may be revised according to amended tables. However, if pension revised in these cases according to amended tables w.e.f, 1.7.2014 is less than the pension as on 30.06.2014, the same will not be revised to the disadvantage to the pensioner.
