Ministry of Railways decides to remove the condition of providing photocopy of identity card or indicating its number at the time of purchase of Tatkal ticket.

The modified Tatkal provisions to come to effect by 1st September, 2015. The exact date of effect will be notified separately.

Ministry of Railways has decided to modify some of the rules pertaining to purchase of tatkal tickets. Under the modified rules, there will be no need to furnish photocopy of proof of identity while booking Tatkal ticket from computerised reservation counter or to indicate its number at the time of booking of Tatkal ticket at the counter or through internet.

In addition, as per the proposed changes, in case of ticket booked under Tatkal scheme, one of the passengers has to produce anyone of the following proofs of identity in original during the journey, failing which all the passengers booked on that ticket will be treated as travelling without ticket and charged accordingly : –

(i) Voter Photo Identity Card issued by Election Commission of India.
(ii) Passport
(iii) PAN Card issued by Income Tax Department
(iv) Driving Licence issued by RTO
(v) Photocopy Identity Card having serial number issued by Central/State Government
(vi) Student Identity Card with photograph issued by recognized School/College for their Students
(vii) Nationalised Bank Passbook with photograph
(viii) Credit Cards issued by Banks with laminated photograph
(ix) Unique Identification Card “Aadhar”
(x) Photo identity cards having serial number issued by Public Sector Undertaking of State/Central Government, District Administrations, Municipal bodies and Panchayat Administrations.

These modifications will come into effect by 1st September, 2015. The exact date of effect will be notified separately.

As per extant instructions for undertaking journey on Tatkal tickets, the passenger at the time of booking a ticket from PRS centre has to provide a photocopy of identity card which he/she will carry during the journey. The number of this identity card is indicated on the ticket as well as reservation chart and during the journey the passenger has to carry the same original proof of identity failing which he/she is treated as travelling without ticket and charged accordingly. In case of passengers booking ticket through internet, the number and type of identity card to be carried by the passenger during the journey is indicated at the time of booking of ticket and the passenger has to carry the same original proof of identity during the journey failing which all the passengers are treated as travelling without ticket and charged accordingly. These provisions are now being modified as mentioned in the first two paragraphs.

“Attempts are being made to simplify the extremely popular Tatkal reservation system.”

Tatkal booking is a blessing in disguise for train travelers who urgently need tickets, but the process of booking tickets on this system could be a constant source of irritation. Though plenty of reasons are attributed to it, the main grouse is the slow server connectivity and the IRCTC website’s inability to handle multiple user load.

Addressing this issue, Sandeep Dutta, the Chief Public Relation Officer of IRCTC, which is a sister concern of the Indian Railways, said, “All over the country, more than ten lakh tickets are reserved everyday, of which about 50% is booked through IRCTC.

“On the Tatkal system, between 10 AM and 12 PM, nearly 1.5 lakh tickets are booked everyday on the IRCTC website. In the beginning the website server was able to book only 7000 tickets per minute. Now, it has been raised to 14,000 e-tickets per minute.

“When users all over the country try to reserve tickets on Tatkal at the same time, the website crashes due to the overload. This has constantly been a huge challenge for IRCTC. Despite the fact that IRCTC has given a number of facilities, its reputation suffers due to this.

To tackle this problem, IRCTC decided to purchase five new world-class Singapore-based servers. These servers will be added to the main IRCTC server in another ten days. User capacity will increase from 14,000 to 24,000 per minute maximum. There will not be any website crash after that.

So, Tatkal reservation is going to become much more user-friendly.

There is now a reduction in the jamming of the IRCTC website that occurred because AC and Second Class passengers were trying, at the same time, to book tatkal tickets online. It has therefore now become easier for passengers to book second class tickets on the internet. Nearly 15000 tickets are being booked through IRCTC website at tatkal hours. The huge traffic will be diverted into two segments such as AC and Non AC. Timings for the Railway Tatkal ticket booking have been changed from 15th June 2015. Previously the booking under Tatkal Scheme opens at 10.00 hrs on the previous day of journey from train originating station for all classes. According to the new schedule, booking for the AC coaches will open at 10 AM and ticket bookings for the other non AC classes are open at 11 AM. And one more important decision taken by the Railway Board is completely debarred from booking tickets during the first thirty minutes of opening of booking for all authorized IRCTC Agents.

Generally the total number of seats of a train are divided into various quotas. Such as General Quota, Tatkal Quota, Ladies Quota and Pooled Quota. These quotas will differ for different trains. 30% of the total available Berths on a train are allocated for Tatkal Quota, and 10% are set aside for sitting tickets. Approximately 2 seats will be allocated in each coach for Ladies Quota. And nearly 8% of seats reserved for Pooled Quota. In AC Coaches, 16 tickets for each 3-tier AC coach and 10 tickets of 2-tier AC coaches are also being allocated for the online tatkal booking. Accommodation reserved not only for Ladies, also Sr. Citizen and Pregnant Women. Accommodation of six berths in sleeper class of all the trains is earmarked for exclusive use of lady passengers. In addition to this a combined quota of 2 lower berths is earmarked in sleeper class, AC 3-Tier and AC 2-Tier classes for Sr. Citizens, Female passengers 45 years of age and above traveling alone and pregnant women in all trains. Pregnant women will be required to submit a certificate of pregnancy certified by one registered Medical Practitioner at the time of booking against the quota.

So totally 40% tickets are being set aside for quota reservations. With more than 80% of the population preferring to travel in second class, it becomes a moral duty of the Government to give due importance to it. With a reduction in crowds for online Tatkal booking, many feel that it has now become slightly simpler to book tickets in the revised timings. Yet, in another view, many feel that the two-queue system, of 10 AM and 11 AM, which is being followed in all reservation counters of railway stations, is not effective because if you are unable to book tickets in one queue, you almost always end up not getting the tickets in the other queue too. This article originally posted at cgstaffnews.in – For timely updates, follow on facebook

Next Generation e-ticketing System is under development by Centre for Railway Information Systems (CRIS) to be used on Indian Railway Catering & Tourism Corporation Ltd. (IRCTC) website which would support 7200 e-tickets per minute. This would have high performance and seamless access even at peak time and have high availability and business continuity, scalability to cater to future growth and security to prevent frauds and unauthorised access.

During the period from August 2012 to January 2013, while 7.32 crore tickets were booked successfully through the Indian Railway Catering and Tourism Corporation ( IRCTC) website, in 53.92 lakh cases, payment was settled but tickets were not booked. The reasons for such cases include network failure, non-availability of chosen lower berth/compact accommodation, etc.

Following steps have been taken to enhance the existing IT (Information Technology) infrastructure of IRCTC :-

i.Internet bandwidth has been increased to 450 mbps recently.

ii.High capacity data base servers have been installed. This will help in faster through put and response.

iii.Additional Software licenses, application and web servers have been procured.

iv. Mobile Application and mobile website booking have been launched.

v.Continuous co-ordination is made by IRCTC with various banks regarding payment gateway to reduce failed cases.

Half of tatkal tickets on 80 trains to be costlier

The decision, clearly aimed at mopping up more revenues by the cash-strapped railways, comes in the midst of festival season when there is a big rush of train travellers.

“It has been decided that 50 per cent of the existing tatkal quota ticket shall be sold under dynamic fare scheme,” said a senior Railway Ministry official on Thursday.

As per the scheme, 50 percent of tatkal quota tickets would be sold under the existing system and the subsequent 50 percent under ‘premium tatkal’ quota of dynamic pricing. It will mean more the demand, more the cost.

The ‘Premium Tatkal Ticket’ scheme will be applicable to 80 trains from 1st October and like Premium train, the scheme will be available online only.

Railway Board Member (Traffic) D P Pandey said, “The Premium Tatkal ticket scheme has been launched for 80 popular trains. All zones have been asked to identify five popular trains in their respective zone.

“We will see the response and then we will decide on extending the scheme to other trains.”

He emphasised that only 50 percent of the tatkal tickets will be sold under the dynamic fare system while the rest will be sold on regular tatkal fare basis.

There is tremendous rush for tickets during the festive season as passengers prefer to travel to their home towns for celebrating Dusshera and Diwali.

However, railways has described the scheme as a preventive measure to deal with the menace of touts.

“There were reports of genuine passengers being fleeced by touts. This will help facilitating needy passengers to get tickets,” the official said.

The scheme, applicable on selected trains, will increase the prices of tatkal tickets and as an end result the train fare.

Northern Railway has identified five trains including Saptakranti Express, two Mumbai Rajdhani trains and Vaishali Express to implement Premium Tatkal scheme.

Some trains which have been identified for implementation of the scheme are Hyderabad-New Delhi Andhra Pradesh Express, Hyderabad-Hazrat Nizamuddin Dakshin Express, Secunderabad-Howrah Falaknuma Express, Kacheguda-Bangalore Express and Secunderabad-Patna Express.

The tatkal scheme currently covers around 2677 trains. According to railway figures, around 1.71 lakh seats, of the 11.57 lakh available, are up for booking under the tatkal scheme.

It is also a prominent source of income for the Railways, raking in about Rs 1000 cr last year.

“The scheme has been launched to deal with the problem of touts. There were reports of genuine passengers being fleeced by touts. This will help facilitating needy passengers to get tickets,” a senior Railway Ministry official said.

Railways is also running 50 premium trains on dynamic fare system, like flights.

It had increased tatkal charges last year in April by ten percent of the basic fare for reserved second class sitting and 30 percent of basic fare for all other classes.

NDA government has increased train fares of all classes by 14.2 percent on 25th June.
