(a)&(b): Respective Ministries / Departments have their own guidelines / policy for transfer and posting of their employees depending upon the specific requirements of that Ministry / Department.

(c) & (d): There is no such proposal under consideration for appointment and transfer of single women working in all Ministries.

The Department has received 20 complaintsof bank frauds involving Rs.7.65 lakhs connected with linking Aadhaar with bank accounts since 2015,as per details at Annexure. However, for customer protection, zero liability of a customer is assured vide Reserve Bank of India’s (RBI)circular dated 6th July, 2017 in all cases of a third party breach where the deficiency lies neither with the bank nor with the customer but lies elsewhere in the system and the customer notifies the bank within three working days of receiving the communication from the bank regarding the unauthorized transaction.On being notified by the customer, the bank shall credit (shadow reversal) the amount involved in the unauthorized electronic transaction to the customer’s account within ten working days from the date of such notification by the customer.
Further, the guidelines inter-alia addresses the following areas for safeguarding the customers while handling the cases of unauthorized electronic banking transactions:

I. Strengthening of systems and procedures
II. Reporting of unauthorised transactions by customers to banks
III. Limited liability of a customer
IV. Reversal timeline for zero liability/ limited liability of customer
V. Board approved policy for customer protection
VI. Burden of proof on banks
VII. Reporting and monitoring requirements
(c): The Banks have their grievance redressal policy and internal Grievance Redressal Mechanism for resolution of grievances and customer complaints displayed on their respective websites. In case of alleged unauthorised transactions, the case is investigated and settled as per the Standard Operating Procedures (SOP).

Out of 1.26 lakh overall grievances, 1.20 lakh have been disposed of during the period 1st January, 2017 to 28th December, 2017, leading to a settlement percentage of 95%.

(d):In terms of amendments to provisions of Prevention of Money Laundering – (Maintenance of Records) Rules, 2005 issued vide Gazette Notification G.S.R 538(E) dated June 1, 2017, it is mandatory to obtain Aadhaar for linking all bank accounts, insurance, pension, mutual funds and SIM cardsfor individuals who are eligible to enrol for Aadhaar.

This was stated by the Minister Shri Nusain Dalwai in a written reply to question in the Lok Sabha on 2.1.2018.

Suicides by Army Personnel

The details of number of incidents of suicide in the defence forces during last three years and the current year, force-wise & year-wise is as under:

Some of the reasons for committing suicide are family issues/ domestic problems, marital discord, perceived grievances and personal issues etc.
The details of number of officers and Other Ranks who have applied for premature retirement during the last three years and the current year are as under:-

Various steps have been taken by the Armed Forces to create healthy/ appropriate environment for their Officers and Other Ranks. Some of these steps are as under:-

Provision of better quality of facilities such as clothing, food, married accommodation, travel facilities, schooling, recreation etc. and periodic welfare meeting.

Conduct of yoga and meditation as a tool for stress management.

Training & deployment of psychological counsellors.

Institutionalization of projects ‘MILAP’ and ‘SAHYOG’ by Army in Northern & Eastern Command to reduce stress among troops. A ‘Mansik Sahayata Helpline’ have been established by Army & Air Force to take professional counselling. Mental Health Awareness is provided during pre-induction training.

Formation of Military Psychiatry Treatment Centre at INHS Asvini and establishment of Mental Health Centres in Mumbai, Visakhapatnam, Kochi, Port Blair, Goa and Karwar.

This information was given by Raksha Rajya Mantri Dr. Subhash Bhamre in a written reply to Smt Darshana Vikram Jardosh and Shri Dushyant Chautala in Lok Sabha today.

Will the Minister of FINANCE be pleased to state:

(a) whether the Government proposes to amend the present rates of income tax so that more people may pay income tax;

(b) if so, the details thereof and the benefits likely to accrue to common man and the Government by this step; and

(c) if not, the reasons therefor?

Will the Minister of COMMUNICATIONS be pleased to state:

(a) the total number of postal circles in the country and the number of GPOs, SPOs and EDBOs functioning under these circles alongwith number of these post offices located in rural and urban regions separately;
(b) the number of post offices manned by Grameen Dak Sevaks (GDSs) State/UT-wise alongwith the details about the monthly salary of the GDS;
(c) whether Grameen Dak Sevaks (GDSs) are eligible for pension like other Government employees and if not, the reasons therefor;
(d) whether Government is contemplating to constitute any Committee to look into the salary structure and other service matters of Grameen Dak Sevaks and if so, the details thereof;
(e) whether the said committee has submitted its said report and if so, the salient features of the said report; and
(f) the time by which it is likely to be implemented?

THE MINISTER OF STATE (IC) OF THE MINISTRY OF COMMUNICATIONS & MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI MANOJ SINHA)

(a) Madam, the total number of Postal Circles in the country is 23. The total number of GPOs is 24, the total number of Sub Post Offices (SPOs) is 24753, the total number of Extra Departmental Branch Offices (EDBOs) is 129346. The details of these post offices rural and urban regions wise is enclosed at Annexure-I.

(b) The number of post offices which are manned by Gramin Dak Sewaks (GDS) is given in the Annexure-II. Details of the monthly wages admissible to various categories of Gramin Dak Sewaks are given in the Annexure-III.

(c) No, Madam. The legal status of the Gramin Dak Sevaks as held in 1977 by Apex Court is that they are holders of the civil posts outside the regular civil service. Being a distinct and separate category, CCS (Pension) Rules, 1972 are not applicable in the case of Gramin Dak Sevaks (GDS).

(d) Yes, Madam. To examine the system of Branch Post Offices, engagement conditions, existing structure of allowances and all other welfare issues pertaining to Gramin Dak Sevaks, a one-man Committee under the Chairmanship of Shri Kamlesh Chandra, Retired Member Postal Services Board was set up.

(e) Yes, Madam. The committee has submitted its report. The salient feature of the report is given in the Annexure-IV.

(f) The recommendations of the committee are being examined by the Department of Posts. No timeline is specified to implement the recommendations of the Committee.
