Dated: September 17, 2018

The Cabinet Secretary,
(Government of India),
Cabinet Secretariat,
Rashtrapathi Bhawan Annexe,
New Delhi

Respected Sir,

Sub: Grant of ‘ad-hoc bonus’ for the Central Autonomous Bodies for 2015-16, 2016-17 and 2017-2018- reg.

Kindly call for our earlier letter of even number dated October 30, 2017(copy enclosed), whereby it was requested, while thanking the government for having implemented VII CPC recommendations in case of staff of the Central Autonomous Bodies, that, their genuine grievance in respect of payment PLB/Ad-hoc bonus to these staff should also be considered .

Also read: Bonus for 2017-18 to be Paid in the Current Year 2018

It would be pertinent to recall that, Finance Ministry used to extend the benefit of PLB/Ad-hoc Bonus to the Central Autonomous Bodies also at par with other Central Government employees till the year 2014-15. Surprisingly, employees of the Central Autonomous Bodies have been deprived of this benefit after the year 2014-15 without assigning any bonafide reason thereto.

It is, therefore, requested that, necessary action may kindly be taken for granting ad-hoc bonus to the Central Autonomous Bodies also on par with the Central Government employees for the years 2015-16, 2016-17 and 2017-2018, as was being done till the year 2014-15 in the larger interest of justice and parity.

Sincerely Yours,

Subject : Grant of PLB & Non-PLB adhoc Bonus to CGE for the year 2014-15 & 2015-16 – Reg.

Reference OM No7/24/2007.E-11 (A) dated 3.10.2016

Dear

We invite your kind reference to the above cited letter granting Non PLB to Central Govt employees & casual/ contingent workers. Similar orders have also been issued for the personnel in Railways, Defence and Postal Establishments etc where PLB is applicable.

While in the cam of regular employees – both PLB & Non PLB – the calculation ceiling for payment of Bonus was raised to Rs 7000/- for the years 2014/15 & 2015.16. In the case of Casual Labourers and casual labourers with temporary status, the said ceiling continues to be pegged down at Rs 1,200/-. It may kindly be noted that the said ceiling of Rs 1,200/- in the case of Casual Workers end casual workers with temporary status was determined in the yew 1999 when the ceiling for regular employees was Rs 2500/-

In the case of regular employees the said ceiling was raised to Rs 3.500/- in the year 2006 and again to Rs 7,000/- in 2016 (retrospectively from 2014-15) whereas for casual workers and Casual workers with temporary status it remained at Rs 1.200/- all along slaw 1999-2000. The emoluments of Casual Workers and Casual workers with temporary status is now proportionate to the wages of regular employees.

We request you to kindly get the matter examined and explore the possibilities of raising the ceiling limit to Rs 7000/- for casual workers and casual workers with temporary status on par with the regular employees.

Thanking You,

Yours Faithfully

Subject : Extension of wage revision benefits arising from 7th CPC recommendation to employees of autonomous bodies set up by GOI- Reg.

Dear Sir

The autonomous bodies set up by GOI normally follow the central pattern of Pay Scales and service conditions. The Ministry of Finance is to issue the requisite coders as and when pay commission recommendations are accepted and implemented in so far as Central Government Employees are concerned to extend the said benefit to employees of autonomous bodies. To give effect to 6th CPC recommendations, orders were issued on 30.09.2008. So far no order has been issued by the Govt extending the 7th CPC benefit to employees of autonomous bodies. We request that the same may please be expedited.

In respect of employees who are on permanent deputation to such autonomous bodies, the Revised Pay Rules, 2016 notified as GSR 721 (E) dated 25.07.2016 is applicable. However. it has been represented to us that some of the autonomous Bodies have not extended the benefit to the employees on deputation, probably due to an incorrect understanding of the issue.

We request that the autonomous bodies may be advised to implement the notification in the ease of employees/officers on deputation to autonomous organization without waiting for a formal order from the Ministry of Finance.

Thanking You,

Yours Faithfully

Central Government need to pay attention to the flaws of the 7th Pay Commission report

The statistics reveals that there are 88% of total strength of Government servants are in Group ‘C’ Category.

Obviously those who are representing these 88% at the Forums which are constituted to negotiate with concerned Departments and Government about their issues are capable of weighing the advantages and disadvantages of recommendations of 7th central pay commission.

The Staff Associations and Workers federations are the one who are representing Group C and Group B at various levels of negotiating forums know the plights and facts of government servants more than anybody. They in fact never utter a word of praise on 7th CPC recommendations since the day the report was submitted to the Finance Minister.

National Council JCM and Confederation described it as Retrograde recommendations, unexpected and un acceptable. They declared that all the central government employees are upset and dis satisfied since many of their demands were not considered by 7th pay commission.

1. Pay Scales and allowances are arrived by multiplying 2.57, just 14.29 % increase over existing pay and Allowances after DA neutralization.
2. The rate of HRA has been abruptly reduced,
3. Payment of CCL has been reduced for second 365 days.
4. Same confusion in MACP continues,
5. Uncertainty in Pension benefit in NPS continues.
6. Existing Pension provisions are left un touched. None of the proposals submitted by Pensioners Associations are not considered.
7. Minimum Pay is very much less; Maximum Pay is lavishly higher. [Minimum Rs.18000 – Maximum Rs.275000]
8. Gap between Minimum and Maximum Pay is not reduced, but unfortunately increased. [In sixth CPC it is 1:12 , 7th CPC Recommends 1:14]
9. All the Pay commission reduced the number of pay scales but 7th Pay commission maintained the existing pay scales,
10. 55 Allowances are abolished, No new allowances are introduced,
11. Same 3% increment continues, NCJCM demand for Two Increment Days 1st January and 1st July is not considered
12. No considerable benefit on Promotion,
13. Interest free advances including LTC advance are abolished,
14. Except the introduction of New Pay Matrix, nothing new in the recommendations of 7th Pay commission
15. Again uniform Multiplication factor was not applied for arriving Entry Pay for various Grades.

Low value for Lower Grades high value for higher Grades. Again the disparity in arriving Entry Pay is maintained by 7th CPC also.

What sixth CPC had recommended in some cases, what Government has suggested in some issues, what the Department has told, that has been just followed by the 7th Pay commission.
So the Central government employees are expecting the Government to pay attention to the concerns of Govt servants in respect of some recommendations of 7th pay commission which need to be addressed to boost the morale of the Central Govt staffs.

The constituents of NCJCM already formed National Joint Council of Action (NJCA) to invite the attention of Central Government through agitation Programmes to settle their demands. Now they modified their charter of demands to include the issues regarding 7th Pay Commission recommendation and cautioned that unless it is not settled before March 2016, they will be going for indefinite Strike.
