The Department of Ex-Servicemen Welfare published revised or amended tables for Defence Pensioners under OROP Scheme on 17th October, 2018.[Click to see the Notification]

Tables of EC/SSC officer (other than medical officers) data of pension of Cdr, (Lt. Col. in Army) was inadvertently taken as pension of Lt. Cdr. (Major in Army). This has affected tables No.5, 14, 23, 32, 41, 50, 63, 64, 74, 83 and 92.

The modified tables are enclosed herewith. Pension of the affected pensioners may be revised according to amended tables. However, if pension revised in these cases according to amended tables w.e.f, 1.7.2014 is less than the pension as on 30.06.2014, the same will not be revised to the disadvantage to the pensioner.

One Rank One Pension or OROP, a longstanding demand of ex-servicemen, will grant retired armed forces personnel pension parity with officers and jawans of the same rank who are retiring now. Gandhian activist Anna Hazare has announced an indefinite fast in support of OROP from October 2.

Here is a 10-point guide:

1.Retired services personnel also expect a year’s back pay in pensions at the new rate, which if approved will be a windfall for pensioners.

2.Unlike the civil services, where the retirement age is 60, 85 per cent soldiers are compulsorily retired between 35 and 37 years of age. Another 12-13 per cent soldiers retire between 40 and 54 years.

3.Protesters demanding OROP also point out that civil servants cannot be discharged by the government on account of disability until they reach their retirement age. But soldiers can be discharged any time on account of disability.

4.Currently, the pension for retired personnel is based on the Pay Commission recommendations at the time when they retired. So, a Major General who retired in 1996 draws less pension than a Lt. Colonel who retired after 1996.

5.Implementing OROP will cost the government at least an estimated Rs. 8,300 crore annually and the Finance Ministry has to take the final call on it now. One Rank One Pension will benefit 25 lakh ex-servicemen.

“The protests that began in New Delhi’s Jantar Mantar last Monday, demanding immediate implementation of the OROP continues even as the government chooses to turn a blind eye towards it”

Ex-servicemen have been protesting now for a week at New Delhi’s Jantar Mantar, demanding the immediate implementation of the OROP scheme. Similar protests are also on at 20 important cities in the country to put pressure on the government to act.

The series of protests is jointly organized by 30 ex-servicemen welfare organizations, under the leadership of Chairman of IESM, Maj. Gen. Satbir Singh. Speaking to the media, Satbir Singh said, “Until now the Government has not tried to negotiate with us. If there are no results for the protests, we will shift our protests to Bihar.”

The protesters believe that the government will be more receptive to their demands if the protests affect the party’s chances of winning the state elections in Bihar.

BJP’s parliamentary election manifesto last year promised immediate implementation of the OROP if they come to power. After coming to power, assurances were given by the ministers including the prime minister himself.

Ex-servicemen expected a formal announcement to be made at the first year rally. But, not a word was uttered about this. The ex-servicemen did not lose hope.

On June 1, in his ‘Mann ki Baat’ radio show, the prime minister assured that he will implement the OROP scheme.

Media reports indicated that sufficient funds were allocated in the previous financial year and that steps are on to implement the scheme. Reports further added that the revised pension scheme is very similar to those of the MPs. But, one has to also accept the fact that the scheme is much closer to implementation than it ever was during the Congress regime.

“For more than four days now, the relay fast protests by the ex-servicemen have been on in New Delhi demanding the immediate implementation of the OROP scheme.”

All over the country, in 20 cities, the relay fast protests by ex-servicemen, seeking the immediate implementation of the One Rank One Pension scheme have entered its fourth day.

Meanwhile, the Central Minister, VK Singh, who was in Hyderabad yesterday, has told the PTI news agency that the OROP scheme will definitely be implemented.

Minister of State for External Affairs General VK Singh, “I’m very confident that Prime Minister Narendra Modi will definitely fulfill all his promises. Steps are on to implement the scheme. Some confusion regarding the calculations has to be sorted out. The Modi government will very soon address the needs of the ex-servicemen. Please do not lose hope,” he added.

According to sources, the United Front of Ex-Servicemen has told a leading newspaper announced yesterday that the OROP scheme will be announced in another few days.

The ex-servicemen have managed to draw the attention of the entire country and the media to their cause through the protest. But they are still waiting for a sign from the Government that their demands have been heard.
