Awareness workshop for Central Government Pensioners held in Chennai today

An awareness workshop for Central Government pensioners was held in Chennai today. It was organized by the Department of Pension and Pensioners’ Welfare. Around 150 pensioners participated in the workshop. Shri. Sanjiv Narain Mathur, Joint Secretary, Department of Pension and Pensioners Welfare, Government of India, inaugurated the workshop.

In his inaugural address, Shri Sanjeev said that the department is conducting a series of awareness workshops all over the country, for the welfare of pensioners and IVRS facility will be launched soon for grievance redressal for pensioners. He also said that in the pension adhalat conducted last September, over 9300 grievances was sorted out on the spot. He mentioned about the documentary film on digital life certificate and requested the pensioners to watch for clarification.

The sessions in the workshop covered post-retirement benefits, CGHS facilities, investment option and Income Tax benefit available to the senior citizens. The sessions provided a detailed over-view of entitlements of the pensioner & other benefits. They also got to know about Bhavishya Software which is a common online platform for processing of pension cases by all civil Ministries/ Departments of Government of India. This system is now integrated with PAO and CPAO through their online module, PFMS and PARAS respectively.

Sub: Issue of Pensioners’ Identity Card to Pensioners- Revised Format

The undersigned is directed to refer to this Department’s OM of even no. dated 12.08.2015 and to say that the instructions related to the issue of Pensioners’ Identity Card to Pensioners were issued by this Department. In para 2 of the OM dated 12.08.2015, it is mentioned that Pensioners’ ID Card shall include the Aadhaar No. of the pensioners, if available. Accordingly, a format for the pensioners’ Identity Card was also issued.

2. The matter has been reconsidered. It has been decided that henceforth, the Pensioners’ Identity Card may be issued to the pensioners in the revised format (copy enclosed).

3% Additional DA from Jan 2019 for CG Employees and Pensioners

Union Cabinet today approved to hike 3% additional Dearness Allowance to all group of Central Government employees with effect from 1st January 2019.

As per the decision taken in the cabinet meeting today (19.2.2019), 3 percent additional Dearness Allowance approved to all Central Government employees and Pensioners with effect 1.1.2019. The total Dearness Allowance will be 12%.

Usually the decision taken on DA by March 1st or 2nd week only. This is the unusal announcement, due to Lok Sabha election. The formal orders issued soon by the Ministry of Finance.

Subject: Revision of Pension of Pre-2016 pensioners – Stagnation Increment regarding

The undersigned is directed to say that in pursuance of the decision taken by the Government on the recommendations of the 7th CPC, orders were issued vide this Deptt’s OM of even number dated 12.5.2017 for revision of pension/family pension in respect of pre-2016 pensioners/family pensioners by notionally fixing pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which the Government servant / pensioner retired/died. Concordance tables for fixation of notional pay / pension of pre-2016 pensioners were issued vide this Department’s OM of even number dated 6.7.2017.

2. References/representations have been received in this Department seeking clarification on the applicability of the OM dated 7.9.2016 for the purpose of notional pay fixation and revision of pension of pre-2016 pensioners and family pensioners w.e.f. 1.1.2016. The matter has been examined in consultation with the Ministry of Finance (Department of Expenditure). It is clarified that the benefit of additional increment has been granted to those officers who were serving as on 1.1.2016. Those who retired/died before 1.1.2016 are, therefore, not eligible for increment after retirement for the purpose of pension.

3. This issues with the approval of Department of Expenditure vide their I.D. No.1(3)/V-V/2018 dated 4.9.2018 and 1.D. No.1(3)/V-V/2018 dated 28.11.2018

Notice for the Pensioners

All the pensioners are required to submit their life certificate to the authorised banks for pension in the month of November each year for continuation of their pension.

To facilitate the pensioners and as a welfare measure, biometric machines have been installed in Grievance Cell, CPAO for the pensioners who want to submit their life certificate online through
Jeevan Praman. Pensioners can contact CPAO reception for availing the service.

For physically handicapped pensioners CPAO will liaison with the Banks and the pensioners to get their life certification done.
