Sub: Revised rates of one/ two additional increments (non-absorbable) to the Nursing Staff under 7th CPC pay structure.

Please refer to Ministry of Health and Family Welfare’s (MHFW) letter No.
Z.28015/53/2017-N(Pt.) dated nil, January, 2019 (copy enclosed) in response to this Ministry’s OM of even no. dated 04.12.2018 conveying that issue of qualification pay to Nursing Staff, subsequent to 7th CPC is under consideration in MHFW in consultation with Department of Expenditure (DoE) and comments/ clarification in this regard will be intimated to this Ministry on receipt of the same from DoE.

With respect to above, it is stated that Staff Federations are raising the issue and Zonal Railways are also seeking clarification in this regard. Therefore, it is requested theat clarifiaction on the issue may be expedited please.

Kind attention of Railway Board is invited to Federation’s letter dated 20/12/2018 on the subject wherein a copy of South Central Railway’s letter dated 15/19-11-2018 was forwarded to the Railway Board wherein the Zonal Railway sought clarification on the following points:-

1. Subsequently, as per Railway Board’s letter No. PC.III/84/UPG/19 dated 25/06/1985, cadre restructuring was implemented w.e.f. 0ll0lll984. It is pertinent to note that Para 5.3 of the said Railway Board’s letter dated 25/06/1985 laid down that the vacancies existing on 01/01/1984 and those arisen on that date as a result of cadre restructuring should be filled (i) from the panels approved on or before 30/06/1985 and current on that date and (ii) balance in the manner indicated in Paras 5.1 & 5.2 of the said letter.

2. The Zonal Railway further admitted that the employees who were already given the benefit of fitment against the 50% direct recruitment quota vacancies of Asst. Draftsman vide panel dated 16/01/1984 were erroneously given the restructuring benefit w.e.f. 01/01/1984 though they were not part of any unused panel of ADMs as on 30/06/1985 as prescribed in restructuring orders dated 25/06/1985. From this, it is very clear that the serving Diploma Holder Tracers who were absorbed as Asst. Draftsman against 50% DR Quota vacancies on 20th January, 1984 in terms of Railway Board’s orders, their absorption against DR quota has to be reckoned for granting financial upgradation under MACPS as the entry Grade Pay of ADM/JE has been GP 42001- (6th CPC).

Federation feels disappointed to state that though a period of over four months has since passed, there is however no response from Railway Board. Further Federation desires to state that the PNM Subject 15/2015 though could not be discussed in the NFIR’s PNM meeting held on 25th 26th April, 2016,Railway Board however in the Action Taken Statement delivered during the PNM meeting, conveyed that the matter is being reviewed in the light of discuassions held on 09/08/2018.

Federation has learnt that the Railway Board have since sent clarification to the General Manager (P), South Central Railway on this issue but however copy of the said communication has not been endorsed to the Federation.

NFIR, therefore, once again requests the Railway Board to kindly expedite action for allowing MACP in the instant case.

Sub: Review of mode of promotion from “Selection” to “Non- Selection” for the post of Shunting Master, Grade-l in GP Rs.4200, Level-6 and Shunting Master, Grade-IT in GP Rs.2400.

As the Railway Administrations are aware, in terms of instructions contained in Railway Boards letter No.E(NG)I/2000/PM 2/4 dated 30.10.2001, the classification of posts in the category of Shunting Masters is as under:-

References have been received from Zonal Railways, expressing difficulty in filling up the post of Shunting Master, Grade-II by “selection” process due to educational qualification level and constraints in writing skills of the staff in the feeder categories. Both recognized Staff Federations (AIRF & NFIR) have raised this Issue with the matter figuring in AIRF’s PNM agenda also in item nos.20/2015 and 57/2015.

The matter has been examined, in consultation with the Traffic Directorate. To tide over this acute problem in ·most of the Railways, it has been decided that the vacancies in the posts of Shunting Master, Grade-II in GP Rs.2400, Level-4 may be filled up by “Non-Selection” process as a onetime dispensation only. In the case of any ongoing selection to the post, Railways may decide at their level on continuing with the same or on adopting the “Non-Selection” process as a onetime dispensation.

With reference to GM/SECRs letter at (2), and Board’s letter at (1) above, Board (MS, FC & CRB), have approved the following:

1. Issue of Cashless Treatment Scheme in Emergency (CTSE) Card to willing and eligible retiring Railway employees and their dependents at the time of retirement or before subject to their deposition of the required fee as per extant rules and the same will be effective from the next day of retirement.

2. Other extant instructions/guidelines issued from Board on the subject shall remain unchanged or as modified from time to time.

This issues with the concurrence of Associate Finance of Transformations Cell of Railway Board.

The following amendments may be made to Rule No. 551 (E) of &e Indian Railway Establishment Code, VolumeJ, 1985 Edition (Reprint Edition – 2008):-

551 (E) – Child Care Leave.

(a) In point No. (1), for the words “upto the age of 22 years in case of disabled children”, the words “an offspring of any age in case of disabled children” shall be substituted.

(b) In point No. (5), for the words “less than 15 days”, the words “less than 5 days” shall be substituted.
