Sub: NFIR’s Meeting with Chairman, Railway Board on 11th April, 2019-reg.

The affiliates are advised that the NFIR leaders (President, General Secretary and Joint General Secretary Shri B.C. Sharma) met Railway Board Chairman Shri V.K. Yadav on 11nd April, 2019 and discussed the subjects listed below:-

(a) LARSGESS: Need for granting appointment to the wards of safety category staff selected/medically found fit prior to 27th October, 2017.

CRB’s response: This matter is being pursued on daily basis for finding solution being legal matter wherein Legal Opinion/AG’s Opinion to be obtained for solving the problem.

NFIR however requested to see that Railway Board accords approval for appointment of wards presently waiting with anxiety.

(b) Quasi Administrative Unit Staff: CRB’s attention was invited to NFIR’s note vide No.II/1B/2018 dated 12/03/2019 and requested to see that Railway Board considers absorption of Quasi Administrative Unit Staff in view of the fact that these staff are being appointed by the management headed by Officer of the rank of not lower than JA Grade.

CRB’s response: CRB said that he will look into the matter again.

(c) Metro Railway, Kolkata – granting Zonal Railway status to RPF Department:

NFIR explained that all Departments of Metro Railway, Kolkata are functioning independently under the overall control of General Manager, Metro Railway while the RPF Department of Metro Railway is continued to be part of Eastern Railway and in this context NFIR conveyed that the General Manager, Metro Railway, Kolkata also wrote to Railway Board to accord independent Zonal Railway status to RPF wing of Metro Railway, Kolkata.

CRB has assured to take necessary action for treating RPF Department as independent Zonal Railway Organization under the command of PCSC, Metro Railway, Kolkata and under the overall control of General Manager, Metro Railway.

(d) Deployment of RPF Ministerial Staff to other Departments on option basis as per their request – implementation of the decision arrived at in the Joint Meeting:

NFIR reminded the CRB of its letter dated 11/02/2019 and back round of the case with ‘ request to give approval.

CRB said that the papers are with him and matter is under consideration.

Sub: APAR of Non-Gazetted (NG) staff in Level 6 (GP- 4200).
Ref: 1. Railway Board’s letter no. E(NG) II-75CR/9 dated 14.09.1976.
2. Railway Board’s letter no. E(NG)I-82-CR/1 dated 20.03.1982.
3. Master Circular no. 28 (E(NG)l/90/CR/4 dated 17.06.91).
4. DRM/Solapur’s letter no. SUR/Con/SO/APAR/Instr/18 dated 25.09.2018.

With reference to DRM/Solapur’s letter at (4) and Board’s letter at (l, 2 & 3) above, and in consultation with Establishment Directorate, Board (CRB) have approved the following:

1. The APAR of Non-Gazetted (NG) staff in Level 6 (GP-4200), Section-I, shall be Reported upon by immediate superior i.e. Senior Supervisor in Level-7 (GP-4600). It shall be Reviewed by Junior Scale Officer/Senior Scale Officer or the next higher authority.

2. Section-II, for promotion to Group ‘B’ shall be Reported upon by Junior Scale Officer, Reviewed by Senior Scale officer & Accepted & JAG/SG/DyHoD level Officer.

3. The APAR of NG staff in Level 6 (GP-4200) shall normally be finalized at JAG/SG/DyHoD level Officer.

4. Other guidelines issued from Board shall remain unchanged and be modified as and when required.

Attention is invited to this Ministry’s letters No. E(NG)II/2009/RC-1/SCR/39 dated 04.06.2010 (RBE No.80/2010) wherein Board had the power to consider appointment on compassionate grounds in Grade Pay Rs. 4200/- and above (Level-6 and Level-7 in 7th CPC Pay Matrix) where direct recruitment quota is 25% or lesser and para 2 of Board’s letter No. E(NG)II/1998/RC-1/64 dated 31.05.2011 (RBE No.77/2011) whereby these powers were delegated to General Managers.

2. It has now been decided by the Board that DRMs/CWMs/HODs may consider appointment on Compassionate grounds up to Level-6 of 7th CPC Pay Matrix. However, General Managers power to consider case of Level- 7 of 7th CPC Pay Matrix will remain the same.

Sub: Settlement Forms to be filled by the retiring Railway servant

During the interaction of Board (MS) with the pensioners, the issue of simplification of the settlement forms was raised.

2. The said issue has been examined by Board(MS & FC) in the light of the various forms contained in the Railway Services(Pension) Rules, 1993, which were amend with e approval of the Ministry of law & Justice vide Board’s letter No.2015/F(E)Ill/1(1)/ Dated 7.06.2016, on the basis of corresponding amendments made by the Department of Pension & Pensioners’ Welfare (DOP&PW) in the CCS(Pension) Rules, 1972 (DOP&PW) in the CCS(Pension) Rules, 1972 and all the otller arms being used in some Railways and Railway Board.

4. Accordingly, simplified settlement forms required to be filled by the retiring railway employees are enclosed herewith for compliance. Other forms required to be filled by the Head of Office and the Accounts Officer will remain the same as contained in the updated Railway Services (Pension) Rules, 1993 available on the website of the Ministry of Railways.

5. PCPO & PFA of Zonal Railways/PUs would be directly responsible to ensure compliance of the aforesaid instructions.

6. Non Compliance of the said instruction would be seriously by the Board.
