Subject: Launching /Introduction of UPSC module in RRFAMS portal – reg.

The undersigned is directed to say that the RRFAMS portal has been in operation since 25.12.2016 for framing/amendment of Recruitment Rules by DOP&T. The proposals received on this portal are scrutinized in DOP&T through online consultation with the user ministries/departments. Once the RRs become error free, approval of DOPT is conveyed through the system. Simultaneously, the Recruitment Rules are also frozen. Under the existing system after the RRs are frozen, the Ministries/Departments send the proposals along with necessary Annexure, hierarchy chart etc. in physical file to UPSC and DoLA.

2. As a next step towards achieving automation i.e. end-to-end processing and approval of RRs by the nodal Ministries, DOP&T in consultation with UPSC has now developed a module under RRFAMS for holding consultation with UPSC. In the new system after the RRs are approved and frozen by DOPT, the same shall be transmitted to UPSC and will be visible to Administrative Ministry/Department. The new system will be in operation w.e.f 03.12.2018 in test mode and will be formally pushed into service on 25.12.20 18. The comments/approval of UPSC will be
conveyed through the system itself.

3. With the introduction of UPSC module, the requirement of sending proposal on physical files to UPSC after DOPT approval will be dispensed with.

4. In this regard it is also to say that some additional tabs have also been added at user end (Ministries/departments end) of the portal such as Information on Court cases, RRs of the promotional post etc for facilitating UPSC consultation. Therefore it is requested that the Administrative Ministry/Department, while initiating the proposal, may submit complete proposals by filling all the information’s sought to DOPT. Administrative Ministries/Departments are also requested to keep close watch on the RRFAMS portal regarding their proposals as the information regarding MR
meeting, comments of UPSC etc will be conveyed through the RRFAMS portal w.e.f 25.12.2018.

Combined Defence Services Examination (I), 2018 – Declaration of final result thereof

The following are the lists, in order of merit of 100 (60 + 33 + 07 ) candidates who have qualified on the basis of the results of the Combined Defence Services Examination (I), 2018 conducted by the Union Public Service Commission in February, 2018 and SSB interviews held by the Services Selection Board of the Ministry of Defence for admission to the 146th Course of Indian Military Academy, Dehradun; Indian Naval Academy, Ezhimala, Kerala and Air Force Academy, Hyderabad (Pre-Flying) Training Course i.e. No. 205 F (P) Course.

There are some common candidates in the three lists for various courses.

The number of vacancies, as intimated by the Government is 100 for Indian Military Academy [including 13 vacancies reserved for NCC ‘C’ certificates (Army Wing) holders], 45 for Indian Naval Academy, Ezhimala, Kerala Executive (General Service) [including 06 vacancies reserved for NCC ‘C’ Certificate holders (Naval Wing)] and 32 for Air Force Academy, Hyderabad.

The Commission had recommended 2778, 1720 and 623 as qualified in the written test for admission to the Indian Military Academy, Indian Naval Academy and Air Force Academy respectively. The number of candidates finally qualified are those after SSB test conducted by Army Head Quarters.

The results of Medical examination have not been taken into account in preparing these lists.

Verification of date of birth and educational qualifications of these candidates is still under process by the Army Headquarters. The candidature of all these candidates is, therefore, Provisional on this score. Candidates are requested to forward their certificates, in original, in support of Date of Birth/Educational qualification etc. claimed by them, along with Photostat attested copies thereof to Army Headquarters /Naval Headquarters /Air Headquarters, as per their first choice.

In case, there is any change of address, the candidates are advised to promptly intimate directly to the Army Headquarters /Naval Headquarters /Air Headquarters.

These results will also be available on the UPSC website at http://www.upsc.gov.in. However, marks of the candidates will be available on the website after completion of its complete process i.e. after declaration of final result of Officers’ Training Academy (OTA) for Combined Defence Services Examination (I), 2018.

Sub: Re-engagement of Retired Gazetted Officers in Exigencies of Services.
Ref: (1) PCPO/CR’s letter no. P/HQ/R/952 dated 21.08.2018.

Keeping in view the difficulties being experienced by Zonal Railways due to vacant posts of Gazette Officers and with reference to letter at (1) above, Board (MS, FC & CRB) have approved re-engagement of retired officers in Junior Scale (only) as consultant in exigencies of the services against the vacant posts, with following conditions:

1. General Managers are empowered to re-engage the retired officers.

2. The Terms of Reference (ToR) of the work to be assigned shall be prepared and approved by GM and same shall be advertised as part of the application.

3. Railway shall give publicity to such re-engagement, by publishing such requirements on Railway website with the eligibility criteria & application form.

4. Suitability/Competency of the retired officer shall be adjudged before such re-engagement by a committee of three PHODs/CHODs/SAG as appointed by GM.

5. While re-engaging such officers, medical fitness of the appropriate category shall be obtained from the designated authorities as per existing practices.

6. The period of engagement shall be initially for one year and further extendable as per requirement.

7. Maximum age limit of the re-engagement shall be 65 years.

8. The engagement of consultant shall not be considered as a case of re-employment.

9. 12 days leave in a calendar year on pro-rata basis is admissible.

10. Re-engaged officer shall not be entitled for requisites such as HRA, CCA, Transport Allowance, Residential accommodation, etc. However, when required to travel in connection with official work, TA/DA admissible to regular employee working in the same Grade will be admissible.

11. The designation shall be consultant followed by (trade name) i.e Officer appointed against the post of ADEN may be designated as Consultant (Engg.)

12. Re-engaged officer shall be given the responsibilities like inspections, supervision, drawings, etc.

13. Re-engaged officer shall not be made in charge of the unit like Branch Officer in the Division or independent in charge in the Construction unit.

14. Re-engaged officer shall not be given the financial and D&AR powers and shall not be authorized to issue any safety certificate.

15. The consultant shall not divulge any information gathered by him/her during the period of assignment related to the organization to anyone who is not authorized to know/have the same.

16. Re-engaged officer shall be discharged immediately on joining of selected candidate(s) from UPSC or departmental selection or as per the recommendation of PHOD/CHOD concerned.

17. Monthly remuneration of a retired officers being re-engaged be determined by reducing Pension-from his/her last pay drawn (i.e. Basic Pay +DA).

18. This scheme is experimental in nature and is valid for two years from the date of issue of the letter.

This issues with the concurrence of Associate Finance of Transformation Cell of Railway Board.

Union Public Service Commission (UPSC) has released Admit Card Download Option for Civil Services Main Examination 2018 through its official website – http://upsc.gov.in

The UPSC is planned to conduct the civil Services Main Examination 2018 from 28.9.2018 onwards. The complete details of the candidates including exam date, venue and time of the exam in E-Admit Cards.

Read the instructions carefully and follow…

1. Your candidature to the examination is provisional. You are expected to maintain decorum and strictly comply with all rules / instructions for smooth conduct of the examination at all times.

2. Please read carefully the Examination Notice No. 04/2018-CSP dated 07.02.2018, Rules for the Examination published in The Gazette of India, Extraordinary, Part I – Section 1 on 07.02.2018, Instructions for Candidates in CS (M) Examination, 2018 provided with the Detailed Application Form and “Poster” containing instructions displayed outside the Examination Hall.

3. Check the e-Admit Card carefully and bring discrepancies, if any, to the notice of UPSC immediately.

4. Bring this e-Admit card (print out), along with the (original) Photo Identity Card, whose number is mentioned in the e-Admit Card , in each session to secure admission to Examination Hall. E-Admit Card must be preserved till the declaration of the final results.

5. You are responsible for safe custody of the e-Admit Card and in the event of any other person using this e-Admit Card, the onus lies on you to prove that you have not used the services of any impersonator(s).

6. Candidates are advised not to bring any valuables/costly items in the Examination Halls as safe keeping of the same cannot be assured. The Commission will not be responsible for any loss in this regard.

7. Enter the Examination Hall at least 30 minutes before the scheduled commencement of the Examination. Entry to the Examination Hall closes 10 minutes prior to the scheduled commencement of the examination in each Session.

8. If you appear at a centre / sub-centre or in an optional subject, other than the one indicated by the Commission in your e-Admit Card, your answer scripts will not be evaluated and your candidature is liable to be cancelled.

9. Possession (even in switch off mode) / use of Mobile Phones and other Electronics / Communication devices is banned in the examination premises. Any infringement of these instructions shall entail disciplinary action including ban from future examinations under the rules of the examination.

10. Candidates who do not have clear photographs on the e-admit card will have to bring passport size photograph, one for each session , for appearing at the examination with an Undertaking.

11. Use of Scientific (Non-Programmable type) Calculators is allowed and if considered necessary may be brought by candidates. Programmable type calculators are, however, not allowed in this examination.

12. Candidates must note that they should strictly answer all parts and sub-parts of a question in the Question Cum Answer (QCA) booklet in the space provided under each question / part in the QCA booklet. Read the Instructions for Candidates printed on the QCA booklet carefully. Any infringement of the instructions in the QCA booklet might entail penalty in the form of deduction of marks scored by the candidate and disciplinary action including debarment from future examinations under the rules of the examination

13. Candidates are advised to ensure that spaces / pages remaining blank are clearly crossed out before the QCA booklets are handed over to the Invigilator.

14. Violation of any instruction(s) shall entail cancellation of candidature of the candidate in addition to any other appropriate action that may be taken by the Commission against the candidate under the rules of the examination.

15. Mention your Name, Roll Number, Registration ID and Name & Year of the Examination in all the correspondence with the Commission.

16. Candidates are also advised to bring black ball point pen to the Examination hall for making entries in the attendance list.

Subject: Grants-in-aid for the year 2018-2019 to the Central Government Employees Residents Welfare Associations – Submission of Accounts for the year 2017-2018- regarding.

Sir/Madam,
The Department of Personnel & Training has been sanctioning Grants-in-aid to the eligible recognized Residents Welfare Associations formed by the Central Government employees in residential colonies to enable them to meet a part of their expenditure on the welfare activities, programmes during the financial year. The recognized Central Government employees Residents Welfare Associations eligible to receive grants-in-aid may send a request to this effect to this Department in the prescribed proformae. 2. The recognized Central Government Employees Residents Welfare Associations are requested to send their request keeping in view the following guidelines:-

a. Central Government employees and employees of Lok Sabha, Rajya Sabha, Supreme Court, High Court, UPSC, Statutory and Autonomous bodies and Delhi Administration shall qualify for regular membership of an Association in respect of the grants-in-aid from the Department of Personnel & Training subject to fulfillment of conditions as laid in para (b) to (h) of clause II (2) of the O.M. No. 5/8/2013- Welfare dated 3rd June, 2014.

b. Grants-in-aid admissible will be subject to an upper ceiling of Rs.10,000/- during a financial year.

c. Consolidated accounts for the previous financial year may be provided in Annexure ‘A’ signed by the President, Secretary, Treasure and Internal Auditor.

d. A complete list of the members showing their names, residential address, official designation and address as on 31.03.2018 may be submitted as in Annexure ‘B’.

e. All the vouchers relating to each head of expenditure as appearing in Annexure ‘A’ should be maintained by the Association, so as to verify the expenditure as and when needed.

f. The Stock Register maintained by the Association as auditied and certified by the Internal Auditor after physical verification should be maintained by the Association. The Department of Personnel & Training may verify the Stock Register as and when required. Similarly, the inventory of articles should also be maintained.

g. A copy of the minutes of the General Body meeting wherein the accounts of the Association and other activities thereof for the previous year have been approved may be submitted (Annexure ‘K’).

h. Utilization Certificate in respect of the grants-in-aid provided by this Department and information regarding assets acquired wholly or substantially funded from the grant may also be furnished as per proforma in Annexure ‘F’ and ‘G’ respectively. The Association who have not received grants-in-aid for the year 2016-17 and 2017-18 may submit Utilization Certificate for the previous year. However, the newly formed Associations need to submit Utilization Certificate indicating ‘Nil’ along with the Accounts for the year 2017-18.

i. A report on the activities of the Association with reference to the Annual Action Plan as provided in Clause 7 of the Rules and Regulations framed under the Model Constitution may also be provided (Annexure ‘J’)

j. A certificate regarding expenditure on Swachh Bharat Mission may also be provided (Annexure ‘L’)

3. It may be noted that even if the Association is not keen to obtain further grants-in-aid from the Government, it shall have to render full and satisfactory accounts of the grants taken in the past. In case any Association fails to get grants-in-aid for any reason for two consecutive years, such Association will stand derecognized.

4. CGERWAs are requested to send their request complete in all respect, in the prescribed proformae, to DoPT by 15.10.2018 for further necessary action in the matter.
Note: Incomplete Accounts for the year 2017-18, for receiving the grants-in-aid for the year 2017-18, for receiving the grants-in-aid for the year 2018-19, will not be entertained by this Department.
