Notification of Minimum Wages

The Government has issued draft notification on 01.09.2016 to revise the Basic minimum wages for Agriculture, Construction, Non-Coal Mines, Stone-Mines, Sweeping and Cleaning, Watch & Ward and Loading/ Unloading workers, after consultation with the Minimum Wages Advisory Board.

The proposed amendments to the Minimum Wages Act, 1948, inter-alia, includes applicability of minimum wages to all employments, changes in the definition of “Appropriate Government”, fixation/review/revision of minimum rates of wages by the State Government, introduction of National Minimum Wage by the Central Government, enhancement of penalty, etc.

Under the Minimum Wages Act, 1948 both the Central and the State Governments are appropriate Governments to fix and revise minimum wages every five years in respect of scheduled employments within their jurisdictions. The scheduled employment “Agriculture” falls both in the Central and the State Sphere. The rates of minimum wages for the scheduled employment ‘Agriculture’ in Central Sphere as on 01.10.2016 is as under:

LIC wage revision notification status

Insurance employees are eagerly waiting for release of notification. It was reported in this blog that notification was likely to come out in last month . We reported as per the information available at that point of time but later on it was proven wrong. We apologize the misleading information.

As per the recent information available,
“We know that every one is anxious about the fate of wage revision.
I spoke to co as well as ministry. I can assure you that there is no problem and it is only the unavoidable red tape and we are going to get it without much delay.
Please be patient. There may be an icing on the cake in the form of 5 day week also coming along with this notification itself. In that case we may have to wait for some more days.”

“all formalities regarding wage notification have been completed & the notification is expected any time.

Since till now it has not been issued, we sought the intervention of our President Shri Prakash Javadekarji who was on a visit to Mumbai today(7.01.16). Javadekarji immediately contacted Anjuli Duggal, Secretary, Financial Services. At that moment she was preoccupied in one of the series of pre-budget meetings going on currently. Later she called up Javadekarji & told him that a spate of pre-budget meetings were going on at the moment, hence, it couldn’t be released.
She also said that the 5 days’ week notification was also in the final stage. However, it would be released some time after the wage notification.
She confirmed that indeed the process was complete & the wage notification would be issued soon.”

Now the Government has announced the One Rank One Pension Scheme for Defence veterans. Its Highlights are as follows.

The benefit will be given with effect from 1st July, 2014. Arrears will be paid in four half-yearly instalments. All widows, including war widows, will be paid arrears in one instalment.

To begin with, OROP would be fixed on the basis of calendar year 2013. Pension will be re-fixed for all pensioners retiring in the same rank and with the same length of service as the average of minimum and maximum pension in 2013. Those drawing pensions above the average will be protected.

In future, the pension would be re-fixed every 5 years.

Now we should expect the 7th CPC report to be submitted in next three months( after Bihar Elections)

Now the Defence veterans are now having five years wage revision. The government has allowed Central Public Sector units to revise wages of all non-executive employees every five years instead of 10 years. Bank employees are having five years wage revision.

Why not Central Government employees have the same five years wage revision provided to others and have a permanent wage review body. Now our demand of Central Government employees by the staff side JCM for date of effect from Jan 2014 is fully justified by Government issuing orders for others for five years wage revision as in case of Defence veterans, Bank employees and Central Public Sector.

Parliament panel wants doubling of pay, automatic pay revision mechanism for MPs

A parliamentary panel has recommended doubling the salary of law makers and also increasing pension of former MPs by almost 75%. The joint committee, which has submitted its recommendations to the government, has also proposed an automatic pay revision mechanism for parliamentarians like that of pay commission for government employees.

Sources said the panel has made a total of around 60 recommendations. “The committee has reasoned that the last revision of MPs salary happened in 2010 and they don’t get any dearness allowance like that of government employees,” said a government source.

At present, sitting MPs get monthly salary of Rs 50,000. The panel has also recommended that the daily allowance of Rs 2,000, which they get for attending the House during Parliament sessions should be increased substantially, sources said.

“The hike is overdue. Our daily expenses only for offering tea to visitors come to around Rs 1,000. Can we stop showing this little courtesy to electorates?” asked a sitting BJP lawmaker.

A 15% salary hike, 30 months pay arrears and other such concessions are part of the new wage agreement(Joint Note / Bipartite Settlement) that the United Forum of Bank Unions and the Indian Banks’ Association are going to sign on the 25th of this month.

The not-so-popular wage agreement came to an end and everybody involved in convinced that the new agreement will benefit more than 7 lakh employees of various banks including the nationalized ones, a few private banking institutions and some foreign banks.

During the talks that were held on February 23, both the sides had agreed to resolve all the issues within 90 days. The new wage agreement is going to be signed on the last Monday of the 90-day resolution period. The new wage agreement brings a 15% hike in salary, holidays on the second and fourth Saturdays of the month, medical insurance and other special allowances. One of the important aspect in the settlement is that the Bank Officers will get health insurance cover of Rs.4 lakh and the clerical and sub-staff will get Rs.3 lakh cover.

The last wage revision expired in October 2012, that means 30 months already exhausted and the new wage settlement with effect from November 2012.
